YELLOW TAXICAB HEAD HEARS PLAIN TALK FROM, LICENSE COMMISSIONER Told He Won't Be Allowed High Rates for Fancy Salaries , and Unearned Dividends. | President Barnard of the Yellow Taxicab Company pleaded with Li- cense Commissioner George H. Bell and Alderman William D. Brush to- day to raise the present legal rate for taxicab hire.
