ADMIRAL BADGER T0 BE RELIEVED Washington, July 1.—Rear Ad- miral Frank F. Fletcher and staff members are expected to leave this city shortly for Vera Cruz, where Admiral Fletcher will succeed Ad- miral Badger as commander of the Atlantic fleet. Admiral Badger's term of sea duty expired today. There were other candidates for this highest of all American sea duty, the foremost of whom was Rear Ad- miral Cameron Winslow who now commands the special service squad- ron which has been formed for duty in Mexican waters. As Admiral Winslow outranks Admiral Fletcher, great indignation is felt by his friends at the selection of the latter for this important post, however the record made by Rear Admira] Fletch- er, in command of naval forces in Mexican waters before the arrival of Rear Admiral Badger there, dur-[ ing which time he satisfactorily handled many difficult situations, and hig recent work in command of the naval forces ashore at Vera Cruz, attracted the attention of the secretary of the navy and President Wilson, and he has been chosen for this promotion. PHONE RATE CUT Pierre, S. D., July 1.—A meterial reduction in the minimum charge for toll messages over the Dakota Central Telephone lines in this State went into effect today, under the new rate schedule filed with the State railway commission. The mini- mum charge has been twenty-five cents for a message, but under this new schedule it is now fifteen cents. SET CORN STANDARDS Washington, July 1.—The new schedule of grades for commercial corn, issued by acting secretary of Agriculture B. T. Galloway, becomes I whose effective today. It is believed this order will encourage the marketing of dry corn of better quality. The schedule provides definite standards for the grading of corn and the uni- {form application of such standards in all markets, under government supervision. R. R. Washington, July 1.—Secretary Daniels’ order banishing intoxicants from the navy went into effect this morning.
