IN PANIC Ta an ee Pre- sentment It Declares Charges Against Hos- pital Are True and Says Former Superintend- ‘ ent O’Rourke, with Moore and Ricard,Must Go. Patients Were [altreat- ed, the Report Says, and in Future the Staff Must Be Selected for Competency, Not on ccount of Politics. ‘The January Grand Jury thia after- noon made its presentment to Judge Cowing, taking up the case of Belle- vue Hospital, which has been a source of public scandal for many weeks, ‘The Grand Jury severely criticises the conduct of the Institution, especially in the insane pavilion, reprimands the Medical Board for encroaching upon the duties and responalbilities of the Com- missioner of Charities, The report charges incompetency, tgnerance and brutality, and demands the removal of former, now Asaslatant Superintendent William B. O'Rourke, Michael K. Ric- ard, assistant superintendent, and Dr. John W. Moore, assistant physician in the Insane pavilion. Bellevuo Hospital is declared to be housed in an antiquated bullding and it is demanded that politics cut no figure in appointing the hospital ataft. ‘The presentment made a great impres- sion on Judge Cowling, who thanked the jury and sald its findings would be ent to the Mayor, the Cammissioner of Charities and the Common Council. ‘The presentment follows: “We, the Grand Jury, duly sworn and acting, having heard testimony upon the matters hereinafter set forth, after full consideration, respectfully make the following presentment: “Among the cases Drought before us was that of the three nurses, afterward 7 indicted for causing the death of Louls H. Hilliard in the Insane Pavillon at © Bellevue Hospital. The testimony in this case Jed us to believe that it was not an {solated one, bu: that abuses existed which shuld ‘be investigated. “We ‘therefate summoned to appear before us tne Commissioner of Charities, the Superintendent, Deputy Superinten- dent and members of the medical staft ot: Beijevue, the Superintendent and members of the medical staf of the Man- hattan State Hospital and such others as deemed necessary for the inqury. “Our inveatigation, covering the year 1990, showed that out of 700 Insane pa- tlenta sent from Bellevue to Manhattan Hospital In that year upward of 20 appeared to have received contusions ‘Upon’ different parts of the body, and the photographs taken show that the , faces of many of these 28) patients lao had severe bruises. The booke, , records and photographs .of the Man- hattan Hospital were carefully ex- omined by the members of our body and verify all the statements made by the physicians from Ward's twiand * fn thia connection. “At the samo time we had before us books of, Bellevue Hospital and the a | GRAND JURY SAYS “CLEAN OUT BELLEVUE.” GRAND JURY RECOMMENDS: FIRST—That the Superintendent should be a man of broad business training and should be held responsible to the Commis- sioner of Charities for the proper adruinistration of Bellevue. SECOND—That the Pavilion for the Insane should not be left to the chance care of a newly-fledged physician, as has hitherto been the case, but that a practitioner, trained and experienced in the modern treatment of the insane, be retained in the charge of its wards, so as to insure to their inmates the kindly benevolence that governs in all well ordered hospitals for the insane. THIRD—That the practice of using the Pavilion for the Tn- sane as a course in the training of hospital nurses be abandoned, and that nurses or attendants assigned to duty in that Pavilion be selected from among those who are trained and experienced in the care of the insane, thereby insuring the practical abandonment of the use of strait-jackets, handcuffs, ankle shackles and other vio- lent restraining devices. FOURTH—That the books should be kept by a competent per- son and every item of treatment of cach patient be noted in them, and, also, that all injuries to said patient which said patient may have received before admission to hospital, and any injuries that he may receive while therein, and the cause for same, be entered in them and signed by both the doctor in charge and the nurse. FIFTH—That the fee system in connection with transfers of patients to private hospitals he not resumed, but that all formalities in connection with these transfers shall be made a part of the duty of the examining physician. SIXTH—That the said O'Rourke, the said Ricard and Moore,} who are still in the employ of tke institution, be removed by the Commisioner of Charities.
