At his own request he was relieved from duty at London in order to assume com- mand of his regiment in China. He served there until November, 190. He was promoted to brigadier general on February 4, 1901. He served in the Phil- ippines auntil July 1, 193. He was pro- moted to major general on August 6, 193. On May 1, 1905, he took command of the Pacific Division. He was the third of this division. To-morrow night General Sumner will be tendered a banquet at the Bohemian Club by the officers of the division and department stationed here. There will be thirty present. General Sumner and wife will remain on the coast until summer, and may dence here. MAIOR GENERAL Promoted to Fill Vacancy Caused by Sumner’s Retire- ment From Active Service WASHINGTON, Feb. 8.—The President has selected Brigadier General Frederick D, Grant, commander of the Department of the East, with headquarters at Gov- ernors Island, New York, to be promoted to the grade of major general to fill the vacancy caused by the retirement of Major General Sumner on February 6. Major General A. W. Greely will com- mand the Army Southwestern Division, with headquarters at Oklahoma City, as his first line Quty. He will hold that post, however, for only a few months, or until Major General Corbin relinquishes command of the Northern Division, with headquarters at St. Louls, when he will be transferred to that city. After a conference with Becretary Taft, President Roosevelt to-day announced the personnel of the Board of Visitors to.the academies at Annapolis and ‘West Point. The Annapolis visitors include Brigadier General Woodruff of San Francisco. Among the West Point visitors is Arthur ‘W. Foster of California. CHICAGO, Feb. 3.—Brigadier General ‘Willlam H. Carter arrived here yesterday from the Philippines to take up his new command as head of the Department of the Lakes. has been in the islands since the autumn of 1%08, most of the time as commander of the Department of the Visayas, and for several weeks in command of the whole island division. “Since the big typhoon in October the Filipinog have held a new attitude toward the Americans and there will be no more trouble,” sald General Carter. “That storm so devastated the islands that the natives were without food.
