BRITISH CON BACKING ROAD English Capital Interested in Line Which Will Run Through Towns of Solano Special Dispatch to The Call, VALLEJO, Jan. 6.—After four years of unceasing effo: Colonel J. W. Hartzel of this city, who promoted the Vallejo, Benicla and Napa Valley Elec- tric Railroad, announced this afternoon that the new San Franclsco, Vallejo and Vaca Valley Electric Rallroad and Steamship Company has been financed with the ald of English capital and that the road, which will approximate 100 miles in length, will be built dur- ing this year. The road will have its terminus In this city, where connections will be made with San Francisco steamships. The up-country terminus of the road will'be at Winters in Yolo County, just over the Solano vounty line. The road will be of standard gauge and electric trains such as are now run on the North Shore road in Marin County are planned. The exact route of the road has not been given, but the new company has taken up the fram- chise of the Vallejo, Benicia and Napa Valley electric road between this city and Benicia and has a franchise for a route which taps Cordelia, Suisun, Vacaville, Dizon Wintera, It is planned to later extend the road to Rio Vista, which at present has no rail- road connections with the outside world. Waggoner Is serving a penitentiary sentence of two and a half years for stealing a horse and buggy. A friend wrote to the President, describing Waggoner as the man who was known by the so- briquet “Stick Tight” in the President's regiment. The result was prompt. PORTLAND, Jan. 6. — Discontent among the sallors of the French ship Betagne, which has smoldered for some time on account of the alleged ill-treatment accorded them by the first and second mates of the vessel, cul- minated to-day in an attack on and the injury of Captain J. Henry, who was knocked down and severely In- jured. The Bretagne was to have salled to-day for the United Kingdom for orders. A tug was alongside, pre- paring to take her to sea, and the crew was ordered to make fast the towline.
