Webber at the ferry depot yesterday. morning by Detectives Reynolds and McMahon was marked, by a pathetic scene that arcused the deepest sympathy for the unfortunate man in the hearts of the two officers. The arrest was made on a dispatch from Chief Elton of Los Angeles, who wired that Webber was wanted there on a churge of embezzle- ment and would meet his wife and 2-year- old boy at the ferry. Just as Webber had embraced his wife and kissed his boy the officers stepped forward and placed him under arrest. Mrs. Webber, on learning what her husband was arrested for, burst into tears and threw her arms around his neck, declaring that neither she nor her boy would leave him. They were taken to the Hall of Justice, where Webber explained that he had been a grocer in Los Angeles, but finding that he could not make the business pay had turned “over everything to his creditors and they authorized him to collect the outstanding debts. He made up his mind to come to this city to look for a position and kept $0 of the money he had col- lected. His wife had sold what little furniture they had and had come to: this city to join him. She was penniless in a strange city and he had only 10 cents of the $30 and had been unable to get a place here. The detectives placed the mother and child in care of the matron at the City Prison, where they could get food and shelter till' other arrangements can be made. ‘Webber was booked at the City Prison to awalit the arrival of an officer from Los Angeles to take him back. Judge Bissell, for the executors, followed, and in his argument upon the question of law asserted that the appointment of ad- ministrators was illegal because there was ground for such action, as no con- test had been started up to that time. He further upheld his charges of illegality by peinting to the fact that ome of the three administrators, O. P. Grimes, is a brother-in-law of Judge Qsgr, by whom they were appointed, but presented no law tc substantiate his charge. The court took a recess until the afternoon,
