A STEAL COMPROMISED A series of twelve letters said to bo on filo in the department of justice relative to the case of W. H. Oitmar, furnished the assoclated press, show that early in 1882 the case was turn- ed over to Blisa as special counsel for the government; that Bliss reported on it, recommending a compromise and that the government dismiss its criminal and clvil actlons against Ott- man on payment to the government of $12,700. He said he made this recommendation with reluctance be- causs he belleved Oitman guilty; but the fact that the crime bas been committed a long time ago and the witneases sosttered, that the two former criminal prosecutions resulted in disagreement, led him to believe it would be lmpos- sible to convict; that while he believed the money held by the gevernment was etolen from the govesument, he did not belleve the fact could be estab- lished in court. This proposed com- promise was authorized, apparently, by the attorney general, though no letteris on file to that effact, and $12 700 was paid into the treasury. The litigation grew out of the fact thav §47,000 was stolen from the gov- ernment in 1875, and an attachment was mado upon $33,000 in the bank of Alexandria, Va., o Ottman's name, on che theory that iv was the stolen property. In the winter the poetoffice de- partment advertised for proposals for carrying the malls over these routes, Thereupon Van Wyck got a resolution sult pending In the supreme court, in which they seck the recovery of $13,000 from John H.
