The North Dakota law guarantees the farmer $7 per acre for a total loss. The fund tu pay these losses is made up by two methods. First, a flat tax of 3 cents per acre is levied on all till- able land in the state, whether it is cultivated or not. This is to force the owner of idle land to contribute to the cost. After the hail season is over and all losses are adjusted, an additional “indemnity tax” is levied on all culti- vated land, unless the owner of such land withdraws it from the act. In 1919 there were 12,852 hail losses. This was considered an average year. In 1920 the losses were heawvier, total- ing 14,424, After adjustment it was - found that the state would have to pay $3,472,630 to meet these losses. The flat 3-cent tax, levied on 27,673,- 395 acres of tillable land, -brought in $830,201. A 25-cent tax on the 12,- 132,794 acres of cultivated land re- maining under the law brought in suf- ficient revenue, added to the 3-cent tax, to meet all losses and also to pro- vide interest on the warrants that will be -issued by the state to ,pay the losses, to provide sufficient money for any refunds that may have to be made in adjustments and to pay all running expenses of the office. This is the lowest hail insurance expense ratio on record. The expense ratio of private companies runs from 20 to 25 per cent. In South Dakota, under state insur- 130,223.64 ance, the ratio of cost in 1919 was 7 per cent, in Montana 5 per cent, - The cost of adjustments in private companies is at the rate of $10 per ad- justment. In North Dakota the rate per adjustment was $4.60. This is slightly higher than in 1919, when the average rate per adjustment was $4, the increase being due to the necessity of paying adjusters somewhat higher salaries -to meet the advance in the cost of living and hold competent men. North Dakota farmers saved over. $5,000,000 in the last year through state hall insurance. The average rate throughout the state for $7 worth of insurance in pnvate companies is 77 cents an acre. To insure the 12,132,- 974 acres with private companies would have cost $9,342,389.98. The tost of the state hail insurance was | $3,863,445.35, a saving of $5,478,- 944.63. COST OF INSURANCE WAS ONLY 4!; PER CENT Due to the fact that the holders of. idle land paid a considerable portion of the -cost of the North Dakota hail in- surance, however, the actual saving to the farmers wha cultivated their lands and came under the state hail insur- ance wasanuch greater. Each farmer who came under the law paid 28 cents an acre. Under private hail insurance the average rate would have been 77 cents an acre. . The saving was there- fore 49 cents an acre, or $5,945,137. 26, practically $6,000,000. The total risk of the hail insurance department in 1920 (the amount that would have to be paid if every acre in- sured was destroyed) was $84,930,818. The cost of insurance was therefore 4% per cent, as compared with a cost of from 10 to 12 per cent with private companies, The great saving under the .state plan is due to a number of causes. One reason is that so much more acreage is taken in that risks are better dis- tributed and there is therefore no chagce of the fund bemg wxped out by a few heavy losses in one locality. Another reason is the fact that idle land is compelled to pay a share of the cost. A third reason is the more economical administration, which is due partly to the larger territory cov- ered, partly to the economical admin- istration of the fund under the farmer administration in North Dakota and partly to the fact that there is no necessity of paying large \commissions and meeting heavy advertxsmg ex- penses. South Dakota, Montana and Ne- braska have forms of -tate hail insur- ance, but do not compel idle lands to’ pay any share of the expense and are on what is known as the “voluntary system.” As a result a smaller share of the acreage is covered in all. these states than in North Dakota and the rates for protectlon, while showing a slight saving as compared with the rates of private companies, do not come near making the saving that is shown in North Dakota.
