CHAMBERLAIN was con- sul general to Mexico from May, 1917, to" August, 1919, appointed to bring about friendly relations between Mexico and this country. Since August, 1919, he has been preparing this book in which he sets forth the hate and lack of un- derstanding of Mexico and the Mexi- can people which he must have felt all the time he was representing the United States in that country. Mr. Chamberlain answers the ques- tion, “Is Mexico worth saving?” in the affirmative. He would “save” it, apparently, for the benefit of the American oil companies. He proposes ico in future by ultimatum only, giv- ing Mexico no opportunity to answer any notes in any manner. One of the immediate ultimatums he -would serve upon Mexico is that Mexico should forthwith amend its constitution, which reserves all~ oil lands” for the people of Mexico, so that these oil American c¢il companies.
