No terminal in the Northwest has as yet a washer. All such grain is now bought by the mills having washers, at heavy dis- counts. This terminal will have such a washer and dryer and the grain will be graded after cleaning. In the matter of grading, at a state- owned terminal, the grain can be graded, not by arbitrary rules into grades several cents apart in value where the man whose grain is just a shade below a given grade loses as against the man who just squeezes by —but in grades a cent or less apart, or as close as grain can be graded. This one item may mean several cents a bushel on much of the grain handled. Northern grain, on account of its “higher gluten content, commands a premium in the wheat markets of the world. It is absolutely essential for good flour and is used in certain pro- portions for the making of every standard brand of flour on the market. North Dakota has almost a monopoly on such grain in this country. Hereto- fore a little of this premium has been realized by competitive bidding for the wheat by the mills, but it has been erratic and at times negligible. By establishing a terminal where such grain can be bought in carload or train lots, cleaned and standardized, and on sample, and where the world will come and bid for it, there can be no question of getting a maximum premium. ‘While this one terminal will not have 2 monopoly of such wheat, it will be in position to handle a considerable per- centage of the best of it grown in the northern part of the state and can and will establish the proper premium. ADVANTAGES THAT STATE ELEVATOR WILL HAVE As to whether such a venture will be a safe and sound financial one for the state will depend to a large meas- _ure on the management, of course. This is true of any business. To the man who is permanently and un- changeably convinced that public own- ership and operation presupposes .cor- rupt and inefficient management, any argument is wasted energy and such a venture is foreordained to failure. But considering the small capital charge of 5 per cent, where private ownership would have to figure at least 8; considering the small cost of handling, by reason of the high effi- ciency of the plant over all older plants (and this means nearly one-half the cost per bushel less than any old plants now in active competition and paying Dbusiness), considering the small or no tax charge, considering the large margins it will have to work on on account of the service rendered, even a mediocre management should make a success of the proposition. It is as-easy to presuppose a fair or good management as a poor one. It is a matter which will have to be worked out and safeguarded, and which can be worked out and safeguarded. The question of location is, of course, open to difference of opinion. In most elements of operation the question of location is immaterial. The principal work of the house-is cleaning, preparing and -grading of the grain in transit. ” This work can, as far as labor and fuel cost, be done as cheaply in the state as elsewhere. Some people have the idea that if the grain is unloaded at a Twin Cities terminal, it is at the end of its journey and there is no further reshipping. This is not so. In all the Twin Cities terminals the grain is loaded on cars again, in fact, handled exactly in the same manner as it is contemplated to handle the grain here.
