O. Brewster, member of the state board of control, was unfor- seen by the Hanna administration and the controlling political power of the state during the last session of the legislature. They guarded against everything but death to fix it so the present political machine could con- trol the board of control till 1919 at least, regardless of what the result of the elections will be this fall. The grim reaper has set their plans at naught and the board of control, dat- ing from mnext January, will be in the hands of the governor and legislature elected the coming November. This is of especial importance to the Farmers’ Nonpartisan Political League, which it is conceded will elect its man governor and obtain a major- ity in the two houses at Bismarck. It means that farmers can immediately control one of the most important, if not the most important, state de- partment, without having to wait until July, 1919. c; : Gang Fixed Long Term The terms on the board of control, which consists of htree members and governs all the penal institutions of the state, including the all-import- ant twine plant at the penitentiary, formerly were for two years. The Hanna faction in control of the legis- lature of 1915 made the terms six years. The board had been suscept- ible to reorganization each biennium with the new incoming governor and legxslature: The “gang” fixed it so those appointed by Hanna in 1915 and approved by the legislature which was subservient to his influence would be safely in control of the board for at least four years from then, barrin, death or resignations. The “gang” wasn’t taking any chances on the out- come of the 1916 elections—at least they thought they were not. While the terms were made six years, they had to be short and long terms for the first six-year period, so they would not all expire at once, and Hanna’s board of control, which had nailed the terminal elevator propo- sition to the cross, was reappointed :.0.....................l. These terms were made to_expire as follows: The first in July, 1921, the second in July, 1919, and the third in July,1917. & Two Vacancies Now . o It will be seen therefore that re- gardess of the complexion of the gov- ernor and legislature elected this fall the Hanna appointees would have a majority on the board until July, 1919, nearly three years after the farmers of North Dakota expect to be in con- trol of affairs of state through the League. . Jackson, whose appointment to the board was not important to keep the gang in control through the next ad- ‘ministration, because he had the shortest term, resigned and the vac- ‘ancy still exists, because Governor Hanna’s unconstitutional appointment of Overson of Williston to take the vacancy was declared void. Regard- less of the Jackson resignation the board was expected to remain a Han- na board till 1919. But now Brewster is dead, a thing unexpected-and un- rovided for eaves two vacancies to be filled. Farmers Can_ Control The big point is that while these vacancies can be filled by Governor Hanna at once they can be filled only till the next legislature meets and that legislature confirms or rejects the appointments. That is the law. A legislature elected by and for the farmers which meets in Bismark in January, 1917, can reject Hanna’s ap- pointments. The new governor elect- ed by the farmers can then name two men who can be @pproved by .the legislature and the farmers will be in control of the important board of control and twine plant at Bismark. This point, which has been over- looked since Mr. Brewster’s death un- til now, doubtless will occasion con- siderable political gossip and com- ment.
