Wat STREET, Tuunspvay, Feb. 27—6 P. ‘u.} 'The kaleidoscopic change of the stock market from the sombre tints of yesterday to the bright hues of to-day was as decided as it wa¢ unexpected, Last night it seemed as though the calumet of peace be- tweon bulls and bears had been broken for good and all; to-day it has apparently been mended, with both parties pufling out a cloud of amicable smoke. Cer- tainly several of the most vicious of yesterday's bears, by some mysterious prestidigitation, were shifted over to tho bull side of the aécount, and cele- brated their conversion by freely buying the most active stocks on the list. It accordingly came to pass that the drooping prices of yesterday were supple- mented by the booming prices to-day, which ad- vanced values from 1 to 3 per cent. The taking card of the session was Western Union, which, from 10234, rose to 1057, and so finished. This inflation *was clearly traceable to a strong hand at the bellows, snd to Mr. Vanderbilt was ascribed the manipulation of the pump handlq It is pretty clear that this gen- tleman has been a steady buyer of Western Union for a week past, and it is equally clear that Mr. Gould took his turn at the brakes to-day as an important buyer also. How tho rise suits the books of the Hon. Ben Butler and his Congressional follow- ing, who are supposed to be short of the stock on the faith of the “amendment” becoming a law, is not known. Like old Madeira the doughty warrior may be none the worse for being “bottled” a second time even, though he be corked up by so mean a process as @ squeeze in Western Union. A sharp riso scored a gain of 1% per cent in Lake Bhore. The earnings aro said to be large, some $52,000 for the first week and $40,000 for the second week in February being reported as the com- parative increase over last year. The stock was further helped by the statement that the long-pend- ing negotiations with English capitalists for a line of first class grain carrying steamers, to be under the control of New York Central, had been satisfactorily concluded. Upon the same'report Central and Hud- son advanced to 118. The coal stocks, which wero lower early in the day, improved afterward, although the published schedules of Delaware and Hudson, the Pennsylvania and Lehigh and Wilkesbarre com- panies mark down the March prices for coal from 5+ to 10cents per ton. Mr. Secretary Sherman, by a letter to the Senate committte, recommends that the 3.65 District of Columbia bonds be received by the government on the same terms as Ynited States bonds, and upon this a considerable advance was made in their market quotations. The bill restricts expenditures to the appropriations and makes the official liable for any excess, Ninety days before any ofticer is to be elected or appointed the owneil shall determine the salary to be paid, but in no case shall it exceed the amotint fixed by the present charter. In addition to the atount required by law to be raised by the genoral levy the Common Counetl shall raise s amount as in its judgment may be necessary fe payment of salaries and the expenses of departments, but in no case shall the amount exceed one and one quarter per cont of tho assessed valu.
