Intense Excitement Over the Action of the Returning Board. RADICAL LEADERS ON THE SITUATION, Covert Threats of Hanging Published in the Local Papers, ADJOURNMENT OF THE BOARD. New ORLEANS, Dec. 12, 1874, The refusal of the Returning Board to proceed with the canvass to-day creates the wildest ex- citement, which is intensified by @ report that, last night, arms and supplies looking to a siege, were taken info tne State House. I have just seen the leading radicals, including Kellogg, Antoine, Packard and Beckwith, and Kellogg appears to be the only man not alarmed. He asserts that he ia ‘etill disposed to give the people justice; that the despatch published in the HeRaLpD oi the 9th inst, through the Washington bureau from a State officer here was “‘bosh’’ and unauthorized by him; that if any violence is used against the Returning Board it will not be by White Leaguers, but by foreigners; that there is no necessity to garrison the State House with federal troops, as he can have them near him in & moment; that Grant has given such orders that federal troops are drilling day and night in the streets of the city, tiring from a “knee rest;” that he understands the situation, and if any further attempt is made by bis opponents to cislodge bim it will be TREASON TO THE UNITED STATES, and the strong arm of the United States will “reach far and snated their leaders,” as he terms it, for treason. Tsuggested to him there was a difference between treason to the national and to the State government, when he declared with em- phasis, “Resistance to my government 1s the same, as the President has ordered its enemies to disperse and they have not done so; hence a sub- sequent attack will ve treason to the federal gov- ernment.’’ He further remarked as he politely escorted your correspondent from bis private office that he had no fear of the people's party offering any indignity to the radical leaders now, but expected troubie on the meeting of the Legis- lature. LIEUTENANT GOVERNOR ANTOINE stated he hoped the conservative leaders would control the rank and dle and that the infitence of vhe HERALD would be directed towards unification of rat in Lon siana; that the interests of the blacks and the whites were identical and he woulda deplore such an outrage as the throwing out of De Soto parish if it caused a confict. I met Beckwith, the representative of Attorney General Willtams, and Packard in the office of the latter just now. Beckwith was lying on a sofa, uneasily toying with the Gagger in his sword cane, ever and anon drawing tt and examining the point. He said but little, merely making anxious inquiries of your correspondent as to the situation, but admitted that his residence was | under surveillance. Packard said but iittie, but felt uneasy because 1 had coupied bis name in a published despatch with Attorney General Fielda’ attempt to disfranchise the toreign element and asked me to deny it as well as the report that he is @ party to the plan to arrest the democratic fhembers of the Legislature, under the Enforce- ment act, and nold them until the Legislature is organized, on the 4th of January. a captain of the police assures me that the action of the Board im adjourning to-day was taken to AVOID AN ATTACK, and that it is expected to-night. At the present writing there is no movement of the White Leaguers, who appear to ve following their datly avocations, The Bulletin, however, in its alter- noon edition, just put upon the street, is warlike, and its editorials have covert threats of hanging. Under the heading, “The Treachery Calminatiog,” 1¢ says, speaking of Wells’ adjournment of the Board:— The fate of the State is hanging in the balance. The whole people ol ee nang eemeoleay upon the action o1 the Returhing Board, and the people of the United Staies are hanging in expec- tation of the result, and yet Mr. Wells has press- ing “personal business” which engages his au tion. In other woras, he says to tne people, 0 hang! Ihave something to attend tw more im- portant than your business.” In another article it says:— The ballot box stuffers and supervising pimps have done their dirty work. The prevaricating Returning Board is now eugaged in giving @ quast legal indorsement to the stupendous iraud, and we are fast approaching THE BEGINNING OF THE END, Again, in its report of the Board’s proceedings, the Bulletin utrers the significant remark :— Anderson was nowhere to be seen, and it 1s pre- sumable that he too feit that the part which ne played in the De Soto business was calculated to elevate him, but not in the affections of Louisl- antans, Some of the leaders of the people’s party de- clare this paper does not represent them, but all the democratic papers, including the Picayune, to-day denounce the Board for its action in the De Soto matter, Ihave just been informed by a Custom House oMicial that since I left the State House an hour ago all the side doors were closed and barricaded, wut | cannot verify it at this writing. ALARM OF THE BOARD. There is a very ugly feeling abroad and tne Re- turning Board is evidently alarmed, as they have adjourned over until Monday. They will, how: ever, hold an informal secret session to-morrow. Although the leaders are doing all in their power to restrain the masses, trouble may be expected any moment. The President's Assurance of Protection to Kellogg—The State Ho Occupied by the Metropolitans—Preparations for ® Sieg New ORLEANS, Dec, 12, 1874, Your correspondents has been assured by a prominent radical that Kellogg is master of the situation; that Grant has issued orders that make it only necessary for Kellogg to whistle when he wants troops, and Emory, will re- spond and garrison the State House. Kellogg stated as much to me in to-day’s interview, but did not say that he would whistle for Emory. A VISIT TO THE STATE HOUSE. T have just left the State House, alter maxing a thorough inspection of it, and find it in charge of Captain Lawler, of the Metropolitana, and 200 men, With arms and suppiles, ready for a siege. While in the building your correspondent, reading by sound, heard flashed over the wires despatches from the Chiefof Police ordering reinforcements to the State House by details from otner precincts, and a response from Captain Lawler that | be wsnted no reiniorcements at night, but would accept them in the day time. I found that tne re- ports previously sent as to the barricades at the doors are true, and Lawier says he will Aight until | dislodged and overcome by superior force. There Will be no attack upon the State House, as the men who are sought are not there. There ts, how- ever, & probability bi Sere velore daylight. ry The courtes: sy of the people and a determination On the partof the leaders to render Kellogg’s whistle unnecessary has defeated and adjourned any assault upon the State House until a more convenient season, Everyboay is to-night ing for Anderson, of the Returning Board.
