REFORM IN THE COTTON TRADE. ‘Whe New Cotton Warehouses—A Rendez- ‘vous for the Entire Business—A Saving of $500,000 Per Annum To Be Effected. ‘The severe drawbacks and many disadvantages from which the cotton trade of this city has of late uffered have given rise to agreat many com- plaints. The present system of storage is attendea mith such enormous waste of money that the most prontinent members of the Cotton Exchange have -@ast.about for a new plan of centralizing the trade at some favorably situated point on the water front. The Exchange placed the matter in charge “of an able committee, presided over by Mr. D. P. Barker, who, as Chairman of the Cheap Trans- Sebo Soctety, 1s thoroughly conversant with subject. The report of that orl! in relation to cotton storage has already been alluded to exe eolumns, and at that time it was pointed out iow large an amount of money could be saved by ‘way ol cartage, &c., if a rendezvous for the entire Cotton trade could be established. Stocks opened with an unsteady feeling, but soon stiffened, and later became strong, advanc- ing % to % of 1 percent, At the second call the market was still strong upon @ farther fractional advance, which continued up to the close of the market, leaving off at the highest point of the day. The IMPROVED TOMB and firmer feeling seemed to be the result of further advices from Madison, Wis., in respect to the argument before the Supreme Court there in the application for an injunction, under the Potter law, agatnst the Milwaukee and St. Paul and Northwestern railway corporations, to restrain them from disobeying its provisons. Counsel for the St. Pan! Company submitted a plea that that company was exempt from the constitutional reservation respecting the right to alter and amend charters, £0., inasmuch as its franchises were inherited from a company organized before the adoption of such constitution. It was further stated that the Court had expressed doubt whether it had original jurisdiction in sach case, and asked argument tobe directed to that point. It was also announced that when the Court would ad- journ to-night it would adjourn to next Tuesday; that argument would not be closed until next Thurs- day, and that a decision would not be reached until next Saturday. This was the only feature in the shape of news operating upon the market, and, without stopping to go into the rationale o! such an interpretation, it is sufficient to draw attention to the fact, as exhibited in the higher prices of stocks, that 1t was interpreted as being favorable to the case of the ratiroads.
