FINANCIAL AND COMMERCIAL. ‘Tucrspay, Nov. 66 P. M. ‘The stock market was unsettled at the opening of busl- ness this morning, and the bear raid organized yesterday made further progress, the bulls assisting tt up toacertain ont, when the rush to sell was suddenly succeeded by 4 rush to buy. Erie, which had sold as low as 8134 pre- viously, rose to 854, while the rest of the list advanced im nearly the same$proportion, the large ‘‘short’’ interest which bad been created adding materially to the strength of the reaction. The upward movement of Erie was, however, closely contested by those who had sold it “‘ghort’’ at the decline. Nevertheless, it centinued the most active and buoyant of all the railway shares, and closed with o strong upward tendency, There was also @ moderately brisk demand for the Northwestern shares, common and preferred, and Michigan Southern, the decline having brought ia fresh buyers. There can be no doubt that the break has added greatly to the strength of the market and a re- wowal of the excitement of last week seems probable, with Erie again the centre of attraction. ‘Tho faree of an active money market, which the bears took part in yesterday, was, popularly speaking, com: plotely “played out” to-day, the supply of currency being fa oxceas of the demand at five per cent, notwithstand- ing all the efforts which were made by the operators for a fall on the stock exchange, alded by one or two of the banks, to advance the rate to six per cent and produce @n impression of scarcity even at that rate, The excop- tional transactions on government collaterals at four wore almost as numerous as those at six on miscella- Beous securities to weak houses, There is » slight {norease in the amount of commercial paper offering for @lacount, but it is freely taken at 534 @ 7 per cont, ac- Cording to date, There is no prospect of any other than & Very qasy condition of monetary affairs at this centre for an iN@efnite period to come, The banks here have, yrith the exception of half a million drawn some time back, allowed their twenty-five millions of temporary deposits represented by matured Clearing louse certificates to remain intact, and in these they have a ready resource at any hour. The Sub-Treasury holds more than fifteen millions of legal tender notes, @xclusive of Notional bank notes and coin, and the ‘Treasury Department at Washington holds a reserve of fifty millions of greenbacks to be issucd in redemption ‘of these certificates, whenever nocessary. There is a tendoncy towards a further accumulation of money in all the Western ciiics, and increased ease is reported. ard is, at the same time, not of suf- tude to be perceptible, and the Eastern inarkets are troubled with a plethora of currency. To apprehend any approach to stringency under such circumstances is to cherish a delusion, To look for ® commercial revulsion on an irredeemable paper money ‘basis ia likewise equally absurd. The currency is at high tide and there is an open financial sea for the ship of State to sail in, and will continue to be for years to come. At the open boord at teno’clock New York Central Bold at 120, Erie at 813¢ a %, Reading at 1155; a %, Michigan Southern at 903g, Northwestern preferred at 7834 a 5. At the first regular board there was a slight improvement in prices, but the tone of the market was not sufficiently settled to induce a general disposition to buy. New York Central closed 2 lower than at the samo time yosterday, Erie 14, Reading 7%, Michigan Southern 2, Illinois Central 1, Cleveland and Pittsburg 134, Rock Island %, Northwestern 14{—preferred 15, Fort Wayne 1, Ohio and Mississippi certificates %, Pacific Mail %, Atlantic Mail 234, Quicksilver 3{, Western Union Yolegraph 3. Hudson River was strong and Mhowed an advance of %. Among the State Blocks Missouri sixes were the most active and advanced 33. Government securities were dull, and barely steady. Coupon sixes of 1881 and five-twentios Of 1864 and 1865 were 3¢ lower. At the one o'clock ses- the market was strong, and Erie soldat 83%. At half-pagt two board it was very firm, especially for @rie, As compared with the first regular board New York Contral closed 3 higher, Erie 1%, Reading %, Michigan Southern $f, Illinois Central %, Cleveland and Pitteburg %. Cleveland and Toledo %, Rock Island %, Northwestern preferred §, Fort Wayne %, Ohio and Misstampp! certificates 34, Quicksilver 3, Western Union Tolegraph J¢. Governments were steady, but neglected. At the last open board the market was steady, and Erie sold up to 84 Michigan Southern sold at 923, jorthweatern at 6674, and the preferred stock at 70%. Erie was in active demand, and rose to 055g. At half-past five the following quotations were Ourrent:—Erie 8554 2 %, Michigan Southern 02% a 3, Rook Island 110% a 3, Northwestern 57.0 3, do., pre- ferred 70% @ %, Fort Wayne 100% a %, Ohio thus:—Jane, 1864, 116% a 117; - July, 116% a i; August, 115% 8116; October, 114% a 115; December, 118% o 114; May, 1865, 112% a 1123¢; August, 110% a A11; September, 110% @ 36; October, 109% a 110. gold market opened at 146%, a decline of % from the closing price last evening, and after advancing to 14636 receded to 146, It afterwards recovered to 146% and vibrated between this and 1463 during the after- 000, closing at 1483. The supply of coln for delivery im excess of the borrowing demand, and loans were without interest, and at 2 a 3 per cent for carry- tag. At @ private seasion of the stock exchange held Yesterday the question of a reduction of the rate of com- mission for buying and selling gold was discussed, when « majority vote was registered in its favor; But as tt was unequal to two-thirds it failed to carry the measure. Tho rate, therefore, remains one- eighth of one per cent—a higher charge than the nature Of tho business justifies, one-sixteenth being ample, and if the gold exchange voted to reduce its rate to this it would probably result ina largely increased amount of commission transactiona, ‘ The foreign exchange market is dull, and rates have shown alight tendency to yield, but it has a firm under tone. Bangers’ bills on England at sixty days were quoted at 100% a %, at threo days 110% a &; com- bills 108 a 1083¢; francs at sixty days 5.13% a L}4, at three days 5.10; on Berlin 720 72%; Bremen &T0X, Frankfort 414 a 413, Amsterdam 40% a any, Hamburg 363 a 34, Antwerp 5.18% 8 6.16%. / The statement of the national debt for the month of October, which has at length made its appearance, ghows the total to have been on the Ist instant Fo anaggapan exélusive of the amount in the ) OF $10,913,743 less than on the Qeat of the previous month. Tf, however, we compare tho two totals, lees the amount in the Treasury, we find Gocrease to be $22,026,936, The currency shows a Feduction of $15,960,517, seven millions of which is in @pmMpound interest notes exchanged for five-twenties of now issue of 1865, technically known as “Andy Keiser and $8,009,517 in United States notes whieh form part of the ten millions authorized to be @ancelled during the six months ending with October. Honceforward an act of Congress provides for the reduction of the currency at a rate not exceed. tng four millions a month. For the compound {nterest notes withdrawn from circulation the Secretary of the Treasury has the power to issue new ones to an equal extent as occasion may require. It will be seen that tho Treasury holds nearly a hundred millions of coin and a floating réserve of nearly thirty-one millions of currency, both items showing the department to be in @ strong and satisfactory position; and the more gold it encoseds in peeeee me better.
