FINANCIAL AND COMMERCIAL.§ Wepyrapay, March 28—6 P. M, ‘The current of spoculation on the Stock Exchange has been sluggish to-day, although the tone of the market was firm. The erratic course of gold during the week thas diverted attention from railway shares and filled the specie room with a species of operators only to be found there in periods of excitement, but the tendency of prices is decidedly upward. The under- given quotations for the leading speculative stocks at the first regular board on the 1st of December last nnd to-day show that they are, with two exceptions, from six ts fourteen per cent lower now than they were then, while tae earnings of all the roads have in the interval largely itereased:— New York Central, Erie. . Hendin, Nbesese 116} 100! 16 Monee in Southern 76. 82: = Cleveland and Pittaburg 9355 4 4 Northwestern .........+ 3035 ang 8% Northwestern preferred. 65% 56% 956 Tali . 108 6: = 06 3¢ 92! 13% At the early session of the open board Michigan Southern (sales 3,000 shares) sold at 8234, Erie (sales 5,200) 82%, Reading (sales 1,800) 101, New York Central {sales 1,000) 0234, Cleveland and Pittsburg 19%, Rock Island (8. 3) 1163, Northwestern preferred 56%, Fort Wayne 9234, Canton 473;. At the first regular board the market was without speculative activity, but its tone was. steady. Michigan Southern (sales 3,000) closed % higher than at the half-past two board. yesterday, Fort Wayne 3, Western Union Tolegraph %. Erie was % lower, Reading 3{, Cleveland and Pittsburg 3é, Rock Isfand }{. Mariposa preferred sold at 18%. Government securities were strong, but quiet. Coupon five-twenties of the old issue advanced 1, ten-forties 3. At the ono o'clock seasions the market wassteady. At the half-past two board it was without apy marked fea- ture. Now York Central, Erie and Quicksilver closed without variation from the latest quotations at the first regular board. Reading was 3 higher, Michigan South. ern 3, Fort Wayne %;, Western Union Telegraph %, Canton . Hudson River was % lower, Cleve- land and Pittsburg 3%, Northwestern preferred 3, Mariposa preferred 3. Government securities were wieudy. Coupon sixes of 1881 advanced 4. Old five- twenty bonds aud seven-thirly notes were unaltered. Atthe half-jast three open board Erie weakened to 804g, under strong efforts to depress it by certain parties, probably with a view to influence the genoral market. New York Ceniral sold at 92 (b, 3), Reading 100%, Michigan Southern 8255, Cleveland and Pittsburg 793<, Rock Island 116}, a 116, Northwestern 26%, Fort Wayne 92%, Canton 4714, Afterwards Michigan Southern and Fort Wayne were strong; but the previous effort to produce a decline in Erie was continued, and at half-past flve the stock, after selling as low as 785%, was quoted at 793 a 4. Michigan Southern was at the same time selling at 8234 a $4, Cloveland and Pittsburg 7916 a 34, Northwestern 27 a 4, preferred 56 a 14, Rock Island 116 a :4, Fort Wayne_93 0%, Hudson River 108% bid, Reading 100% a 74, New York Central 92 a 3, Can- ton 4634 bid. The supply of money con!inues in excess of the de- mand, and the Siock Exchange is freely supplied at five percent for loans returnable at call, Tho discount line is, however, asiade more active, and only first class com- mercial paper passes at 634 a 734, the second best quality boing rated at 8a9, At the West there is no noticeable change in the monetary situation, The Chicago ribune of the 25th insi. remarks :— The money market is very dull, but currency is scarce, and there is comparatively little ‘satisfactory paper offer: ing, Tho bank rato o discount is steady at ten per cent per annum; Lut second and third class paper is negoil- ated on the sirect at one to two per cent per month. Eastern exchange is very scarce, and the market is firm at par buying, and one-tenth premium selling. Round jots were selling among bankers at a prémium of 70c, per thousand, ‘The gold market opencd-at a decline from the closing price of last evening, under the influence of the Euro- pean news reportiny five-twentios (of the 1662 issue) at 72 in London on the 17th inst., against 70% a % on the 4th, and also a slight advance in cotton, The improve- ment in Ertl» during the same time, from 64% a 561; to 57, and in Ilinois Central from 1734 a 78 to 90; a 61, together with the reduction of the Bank of ‘England rate of discount from seven to six per cent, assisted this tendency. Cash gold was loancd at %82 per diom early im the aay, vue Brier two o'clock’ the borrowing rate’ declined to 1-32, and subdse- quently there wasa proffer to lend without interest, ‘the opening price was 127%, followed by an advance to 128%, and a relapse to 127%, after which thé anarket steadily rose and closed at five P. M. at 128 a %. The “short” interest is so large that it will be impossible for the bears to “cover” without further advancing the premium, and herein lies the evil of unduly depressing it, for which the Treasury itsclf is, te a great extent, responsible. Every fluctuation in the price of gold involves a corresponding fluctuation in the value of the legal tender dollar, and in proportion to tho extent of this finctuation is confidence in values dis- turbed and trade interrupted. Without a stable staniard to go by all calculations based upon experience and directed by sagacity are fruitless, and legitimate business becomes as much a lottery as a speculation in stocks. ‘There wes no good reason why gold should have sud- denly declined ton por cent, and, after declining, should have even more suddenly advanced from 1247; to 128%; but those who know Wall street aware that speculative influences are at times omnipotent witnin given lmits, and that congregation of comparatively Irresponsible persons +n exert an important, aithongh temporary, infinence upon the fortunes of the entire commercial community. Gold should not be made the football of speculators by ndisereet Lamperings with the market on the part of the government; and it is the duty of Congress to legislate upon this important subject without delay, It is nothing Joan than a reproach tothe Treasury that the price of tho standard of values should have fluctuated from 136% early in the present month to 12474, and from that point upto 128%. Ithas been proved that the government ales of coin tend to perturb instead of steady the mar- ket by the questionable manner in which they are ducted. The extreme prices thus far during the present year wore :— ore Higher. Lower, Janaary Mas, IT! Febrn itty 1 Mareh 1a, 1247, Voreign exchange was inactive and heavy. Lewlim ‘rawers asked 1072, as yesterday, for'thetr bills at sixty daye on England, but seies second hand were made as low as 106%, Mining ond petroleum stocks were dull.
