One of the Richmond papers denounces Senator Stewart's proposition of universal amnesty for universal suffrage as the “most degrading of all the propos:is with which the Southern ple, in their present weakness, have been insulted.” Some of the Richmond papers contend that the bill maxing * per cent. the legal rate of in- terest in Virginia was actually passed by the last Legislature. The matter, however, is doubtful owing to conflicting proceedings in beth houses. STORM.—A hail storm visited Chicago and vicinity last Monday, which proyes to be one of the most remark- able on record. At Hyde Park, seven miles south of the city, and at Evanston, twelye miles north, the storm was the most terrific. At both places hail fell of the full size of hen’s eggs, some of the stones measuring fully six inches in circumference, and so fast did they ell that ina very few minutes the ground was covered with these nuggets ef ice to the depth of three or four inches. The windows of ail the hot-houses in the vicinity, which are quite numerous, were left without a whole pane of glass, and there was not an exposed window in either locality but suffered in the same man- ner, All the plants and flowers were de- stroyed. and many trees were seriously in- jured. A railroad train at Hyde Park was completely arrested in its progress by the pi- ling of the hailstones on the track. During the progress of this storm the thunder was heavy and the lightning vivid. Tne storm also visited Davenport, lowa, doing much damage. Many other points haye doubtless suffered from a like visitation. MINNESOTA TRE PLACE Por INVALIDS.—The St. Paul correspondent of the Chicago Journal writes as follows: The past winter has been a memorable cne upon inyalids. It is well known that our State has become a great re- sort for heaith-seekere, and the number is year- ly increasing as the beaeficial effects of the climate become more widely known. Of the very large number who have spent the past winter bere, 1 have yet to. find one wno has not been greatly benefitted, and there are some cases in which the change is truly wonderful. Many 2 poor fellow came up here last full with but the faintest hope of ever being any better, who is now in the enjoyment of compar- atively good health, and in a fair way to fully recover; others, upon whom the great destroyer bad just begun its deadly work and was has- tened to avail themselves of our invigorating atmosphere, willreturn to their homes at the opening of navigation, as far as they are able to judge, and as their appearance would seem to indicate, in perfect healtn.”” ———— @27 The French papers have got a new ro- mance. Congress is acting with shamefal partizan- ship in uneeating members who claim seats. Disguise it as they will, it ix believed that hese changes sre made for purely partisan purposes. The House has already ousted Mr. Voorhees, and now it awaits the inevitable hour when Mr. Brooke isto go. Jf this thing continues, con- testants alone will have seats, and the right of Dem-~ ccrats toa place will not depend upon the people who elect them, but upon the necessities of party managers. A CLercymay KILLED Gorne Toa Forr- AL— The Corpse Returns to Life.—The La Crosse publican has a Far he who was re- cently visiting at Weet nd, Wis. when he learned the following facts, which are sub- stantiated by Hon. F. 0. Thorpe, who resides at West Bend: “On Saturday, the 34 inst, at West Bend, Rev. Mr. Miller was called to go into the coun- try, a few miles from town, to preach the fu- neral sermon cf Mrs. Lambert, whtd was sup- to be dead. She was arrayed in her funeral attire and placed in her coffin. It ap- = that Mr. Miller was the owner of a ractious horse, that was sometimes unman- ageable, and would runaway. He was to pass through a timbered country, and on acceunt of snow drifts the road was almost impass- able.and from this fact the horse succeeded in throwing the minister from the cutter. From appearances, Mr. Miller was thrown with great force upon a large oak stump that was filled with short knots. Que of these knots came in contact with and severed the jugular vein. When he was found, life was almost extinct from the loss of blood. He was taken >the nearest house and medical aid at once procured, but he only lived a short time. The cutter was found some distance from where the accident occurred, and the horse detached from it. But the most singular de- velopement of this sad and mysterious affair is yetto be told. Further in! that Mrs. Lambert w: in a trance for two dication that life improving, and ex recover.
