THE DRAFT. The City Judge and the Writ of Habeas Corpus. During the last few days considerable interesthag Usee excited in ormsequence of the refusal of Sheriff Lynch’ to earve the writs of habeas corpus issued by Judge McCutin in hie official-eapacity ai Uity Judge. | The She: | rif, we learn, bases his refusal on. the ground that: the ; City Judge ts not vested ith ‘Buthority to, iague’ such Since the commencement of the war several hundred writs of nadoas corpus: have beom tasued by the City | Judge in cases of alleged minors. We bavenot heard that the Sheriff refused, in any one instance, to serve the writs in those cases. During the late disturbances in this city numerous arrests were made, when the pri- soners, in many instances, through their counsel, sued out writs of habeas corpus, returmable before the City Judge. After about ten such cases had been disposed of the Sheriff refused to contiaue serving the writs on the ground above stated. Matters have accordingly come to a atandstill for the present, and no further steps will be taken until Satur- day noxt, when the quostion wil! be argued in the Su- preme Court. The Relief for Colored Sufferers. RUSH OF APPLICANTS TO FOURTH STREET. ‘The distribution of the funds collected for the beneft of the uegro sufferers by the late disturbances, which, as wo bave already sngounced, commenced on last Saturday, was continued on Monday and yesterday at the office of the Relief Committee, No. 350 Fourth street, between La fayette place and Broadway. About nine thousand dol. lars have already been doled out to applicants, most of ‘Whom appeared to be very much in need of assistance. The applicants include persons in all conditions of lite, from the whitewasher and mangler up to the well dressed colored folks who exhibited traces of having been well to do in the world previous to the breaking out of the late Flots. Saturday last was a day which will be forever momo- rable in the history of (haricatom. Tho heavy rains had moderated the excessive heat of the preceding fortnight, the morning sky was clovdiess and the light breeze ecarcely ruitied tne plicid waters of the harbor. BOMBARDMENT but it eleven o'clock it w+a noticed that the reports cume in far more rapid succession. By noon it become well understood that the foe was resolved to subject our position to an ordeal much more #evere than any which, up to that time, it had eucountered. that hour, as wo learn by accounts from Fivo Monitors, the (rigate, Ironsides, seven wooden gun. boats, with fand batteries which the Yankees bad thrown up on the lower part of the isand, kept up a con- stant rain of shot and sheil into our works. No loss than sixty five boavy guns and eight mortars are known wo have been iv play .gaingt us, At one time, so rapid was th re, that the roports averaged twenty coven per min- ute. One of the Moni‘ors Iny northeast of Battery Wag- ‘ner and two to the southeast, while the others, with the Ironsides, kept a position nearly opposite the sea taco of the battery. The wooden gunboats manwuvred at some dvstanco outside the tine of turreted monsters, relying chiefly upon their long ranged rilled siogo guns. There were two Yankee batteries on Murris island—one, consist- ing of two gona and a morter, was located at Craig's Hill, within abent eight hundred yards of our battery; the othor beyond Graham's House, and had an arinament of eight rified shell guns. It is catimated that during the day no leas than nine shells were fired at the battery. ‘THE BOMMARDMENT, AS VIEWKD FROM THR CITY, was & grand, terrible sight. The horizon, from Fort Moultr ¢ to Vinegar Hill, was crowned with the shifting Musses ot the smoke of the conflict, Each moment the enemy's tholis, s metimes singly, sometimes ia clusiers, could be seon bursting just above the site of Battery Wagner: but when, at imtorvals, the clouds of white smoke lifted for a time from the avens, the flag of the ‘breve garriaon could be seen still waving defiantly in the Dbreeve, whiie with grim regularity and deliberation our Rane Kept roplyiog LO Cho foe, > For eleven coanecutive hours the bombardment raged with tore or iexe vieleace. About dusk the fire, which during the afternsen bad been incessant (provabiy with the demoralizing onr men and vniitting them * ‘for 6 night's work), began to con siderably, and at dark ceased almost entirely. Tho re. sulle, thas far, bad been of acharacter to give us good enuse tor ‘and gratulstion. Fort Sumter, which bore a part iu the actiou, sent several sholta into the Craig Hill batteries, and also into the camp of the enemy, about throes and @ quarters miles distant, it is bolioved, with good effect. ‘THK NIGHT ATTACK. At a few minutos before eight o'clock our pickets cave notice that the cnemy in heavy force was moving to the ameault. Tho attack was not unexpected, and our men. though much jaded by the fvtigues and expoware of the day, sprang to their ‘with zeal and alacrity. The enemy advanced in two columas of about three thousand men each, the whole undor command of Brigadier General Strong, ‘The column which attacked our right was composed partially of np: troops, who were put in the advance. At this moment Lieutenant Watcs. of Blake's battery, who was in charge of two brass howitzers (belonging to a detachment of artillery under Captain Del’ass, of White's battalion) opened a raking fire which swept the trench, laying terrific havoc in tho ranks of the fissailants, Tho Bowitvers iad page eonaeet u ponition, whicn they occupied so advan!
