The Secretary of the Treasury will arrive here to-morrow morning; but he will find that his machinery is working so well that it cannot be improved, and it may be taken for granted that no changes will be attempted. To the brokers money is worth 5 a6 per cent, the latter being the rate generally asked by the lead- ing banking houses, and the former the highest rate allowed by leading brokers who have unex- ceptionable collateral. Mercantile paper is very scarce; first class names 5 a 5% per cent. Gold was inactive to-day between 127 and 128; it glosed at five P.M. at 127%%. Exchange was 914 a 140; at the latter figure some of the lead- ing bankers sold freely. At 140, with gold at 127} it needs close sailing to be able to cover bills with remittances of specie, and it must therefore be presumed hat the pellers contemplate covering with ftorcantile bills,” though at present prices there is hardly anything which can be shipped to Europe at a profit. The commission houses report a considerable increase of outside orders, not only from city customers, but from individuals in all parts of the country. Prices of popular stocks advance, not with a sudden rush, but steadily and firmly, reacting 14 after every rise of 2a 3 per cent. This morning Erie rose %, Reading 44, Erie pre- ferred %, Michigns Central 34, Southern old 134, guaranteed 3, Illinois Central 44, Pittsburg 44, Galena %, Rock Island %, Fort Wayne 5%, Terre Haute 114, Chicago and Alton 1%, Alton preferred 1. The only exception to the market was Prairie du Chien, which fell back 134 per cent. Govern- ments were better, with a good inquiry. It is rumored that Mr. Chase has been offered by capi- talists in Germany the money at par for a five per cent thirty years loan. If the offer were accepted the sixes of 1881 and the five-twenties-could not remain at their present price. State stocks were steady this morning—Missouris about 7044. It would appear that a short interest has lately been made in these bonds. This would materially assist an upward movement in them if any bold operator took hold, and if the market continues in its present condition it is safe to predict that they will attract attention before long. In one year, with good management, the whole ar- rears of interest due on these bonds.might be ad- justed, and the price of the bonds raised to its old figure. At the one P. M. call the market was very strong indeed, everything being %4a%% per cent better. Harlem rose 6 per cent, with large trans- actions. Atthe second board there was some realizing on Eric, Harlem, &c., and the market generally lost the advance of the middle board. Prairie du Chien dropped off 1 per cent. Terre Haute was strong and advanced 124. At the four P. M. call the whole market was strong again; the bids for all classes of stock were numerous and the offerings‘light. The dividends are 3% on the preferred and 2% on the common. This decision, which was not generally anticipated—as it had been given out by directors that the road would need all the money it had after paying interest onthe preferred stock for construction and repairs—gives universal satis- faction. The principle that stockholders are en- titled to the income of their property is beginning to be understood by railway managers, and it is fair to presume that we shall not witness many more attempts by boards of direction to jockey their constituents out of the money which belongs to them. The next road that will take its place on the dividend paying list will be the Terre Haute and Alton, The earnings for the year 1863, which were estimated by the company fome time since at $1,350,000, will proba- bly not fall short of $1,500,000. For the six months ending June 30 they were over $700,- 000. The company estimated that with earnings of $1,350,000 they could pay four per cent on the common stock. If they earn $1,500,000 they will be able to pay seven per cent and have a hand- some surplus on hand. After the example set by the Chicago and Alton it may be presumed, at all events, that some dividend on the common stock of the Terre Haute is reasonably certain this year.
