Some short time after twelve there was a fear manifested that the opening of the bids would have to be poatpqued, in consequence of the rumor having gotten abroad that the Comptroller would not beprescat, and also because of his not appearing at the appointed time; but at sbout twenty minutes past twelve, Mr. Delavan, who was look- ing from the window, almounced that the said object of anxiety had left bis office and would soon be with them. A minute or two more had scarcely passed before ‘that gentleman took his seat, and Mr. Delavan turned out from the estimate box an apparently large number of propesals, amid the laughter of those present.
