mere accident, nor would the case be 80 barren of testimony as it evidently Is as it now stands. Nor can we believe that we would bave had to condemn the course pursued by the over- -ofgeious patrolman Smith, of the Fifteenth pre- cinet, in submitting the suspected youth’ to a “rigid cross-examination for the purpose of en- trapping him into committing himself. “It is “the duty of a policeman, or any other officer of the law who may arrest a party on suspicion, to warn his prisoner against saying anything which may criminate himself. It is the right of an individual suspected of a crime, while yet uniried and not confronted with his accusers, ‘to remain silent, and it is contrary to the spirit of the law for a policeman to force or entrap ‘him into any adinisaions. Yet in the case of young Buchanan we find patrolman Smith, ac- cording to bis own testimony, using every art to beguile and almost coerce his prisoner into a confession of -guilt, for hours together, while -on the railroad from the place of his arrest— submitting him, as it were, to a badgering eross- examination, such as witnesses are pot often subjected to on the stand, and such as we have never heard an untried prisoner submitted 4 before at the hands of a police officer. But this incident, as well as almost everything else connected with the management of ihe po- Nee force especially the misappliance of the detective corps—only proves how wroiebodly governed that department is, and how batty an entire reforin in its conduct is demanded. DECEMBER 15, 1860.—TRIPLE SHEET. torin Mino’s, though the popular vote was four or five thousand against him, But on the whole it would operate fairly enough, und Would be a decided improvement on the pre- sent system. This mode was proposed in the Convention that formed the constitution, but Was rejected. The other modes proposed were election by Congress, election by the State Legislatures, election by the people at large, and lastly by colleges of electors, which was the plan adopted, because it was deemed tho best to secure the wisdom and the anited ac- tion of a select body of distinguished citizens, and prevent the popular excitement consequent on voting directly for the candidates for Presi- dent. It is obvious that the design of this mode of election has been completely defeated in practice, and therefore it ought to be abolished. It would be far better ihat the people at large thould vote directly for the candidates; perhaps, indeed, ii would be the best mode of all, as the majority of the popular vote would always re- sult in the election of President. As to the last proposition touching the inell- gibility of a President for re-election, it was nothing but personal respect for Washingien -that prevented it forming part of the constitu tion at first, and Jefferson constantly urged it as an amendment after ihe retirement of the Father of his Country, but thonght the term ought io be for seven years. Me said by the present pian the Presidents were bad editions of the Polish kings. Tan example were want. ing of the danger of eligibility for re-election, we might refer to the history of poor Pieree. whose intrigues for ihe suceession led ie the Fepeal of the Missouri Compromise, the K troubles, the orgaaizaion of the ropubl Vaion is e now placed.
