Gengrostry or THE Prince or Watns.—The ‘Prince of Wales has been scattering presents with a liberal band during his tour in the United States. Wherever be received any pe- culiar mark of kindness or attention, he does not appear to have failed in dispensing favors “in recognition of the same. In this respect he ‘has varied from the course of the princes who preceded him—the Ambassadors from Japan— who confined their presents to the handsome do- wation made to the police of the leading cities, The Prince presented a gold pencil to Capt. ‘Leonard, of the Metropolitan Police, it is true, in return for some special attention paid him; but beyond this he has not recognized the ser vices of the force, who, of course, he fully understood were doing nothing more thao their duty in preserving order on an occasion of great excitement. He is more accustomed to these things than our Japanese visiter. His generosity to the servants of the Fifth Avenue Hotel was indeed princely, if it be true, 8 alleged, that he left $700 to be distributed among them. His liberality to the crew of the Harriet Lane, to whom he presented $300, was ona like scale, and bis recognition of the at- tentions of Captain Faunce was handsomely demonstrated by the present of aeplendid gold chronometer. To the Superintendent of the Richmond and Fredericksburg Railroad, who piloted him to and from Richmond, he gave a magnificent breastpin set tu diamonds. Madam Leduc, the sister of Mr. Spencer, who enter- tained bim during his shooting excursion on the prairies, was the recipieat of a costly bracelet. In short, everywhere he went he lett a soavenir of bis visit and an acknowledgment of kindness received. During his brief visit to this city he made some very jarge purchases trom Bail, Black & Co., left some beavy orders with Bra- dy, the photographer, and became a customer of several other establistinents also, thus dis- pensing his favors and bis gold pretty exten- sively on all sides. A curious incident occurred during the pro- gress of the Prince up Broadway on theway of Bis arrival, which proves bim to be possessed of much discernment and good sense. An en- thusiastic sovereign rushed towards the car- riage, and, extending his hand, vociferously prayed God to biess the Prince, to bless bis mother, and to bless every ope and everything, in general terms. The Priace smiled, and good maturedly took the extended hand of the entbu- piastic citizen. A policeman, emboldened by the condescension, then offered his hand also; but the Prince drew himself up and turned away, at the same time apologiz- ing to the Muyor, who sat beside him, and ex- pluining thet he recognized the digtinction be- tween a private citizen offering his hand, | through « feeling of hospitality aad welcome, | anda public servant on duty deing the same thiog. This little incident argues an amount of discrimination and seli-possession on the part of the Prince not often to be fouad in so Proorxss oy Revoivrioy at Tux Sours.—The black republican party at the North, with their platform and their programme, and their revo- Jutionary books and the revolutionary speeches of their leaders, have been gradually driving the South into a revolution of a different kind from their own, and now the questien seems to be coming to a crisis there. The elections in South Carolina show that that State is in favor of secession. Mr. ht. B. Rhett, Jr., proprietor of the Charleston Merew- ry—the lending organ of the secessionists— bas been elected to the Legislature, | and men of similar sentimevts have been elected in opposition to Unionists. A serenade ‘was given by the people a few days ago to the succesrtul candidates at Charlesion. and among | them to Mr. Rhett, of the Mercury, who, in acknowledgment of the compliaent, said “they were in the midst of a revolution,” and added, “if there is any policy in suffering ourselves to be paralyzed by a romantic love of the Union, which, bowever admirable once, is at this time a source of apprebension and peril, I cannot eee it.’ Mr. Lowndes, formerly a Unien man, ecorned the imputation that bad been maliciousiy thrown out against him that he was a “submissionist,” and he thanked the citizens that they had vindicated him, by his election, from that slander. Mr. M. P. O'Connor, who had also been o strong Unionist, called upon the people, in his speech, not to wait till Lincoln, if elected, does some unconstitutional act, and has the machinery of government to sustain him, but to regard his “election itself as a violation of the constitu- tion, an act of revolution begun by the people of the North.” Gen. Simons and other citizens gave utterance to like sentiments. Thus does the “irrepressible conflict” begin to assume a formidable appearance, and an hour of peril is at hand. The conservatives in the North are quarrelling about precedency on union tickets, and in some States are refusing to have aoy union, while revolation at the North and revolution at the South are looming | up from either horizon, like two black porten- tous clouds rushing into terrible collision, and deetined to explode with destructive effects ‘when they meet in the zenith, Never before ‘was such wanton, suicidal folly exhibited in say country in the world. Mr. Crook presented a petition from F. T. Stallkknecht, complaining that persons arresiod oa charge of crime were mace to pay Siz dollars by the County Clork before they could be released from jail, on tendering bail. He instanced the case of a boy of eleven years old, named David Anderton, who bad been ro arrested, aad for whom the petitioner bad offered to become bail, when he was told that he could not, until he paid six dollars, which, on his refusing todo, his vail was refused.
