ture, granting to the Commissioners of the Sinking Fund extended powers over this ferry—providing for the leasing and relicens- ing of ferries to Staten Island, for periods not to exceed ten years ata time, at public auc- tion, with full control to the Commissioners ‘over all details, the termini, the. construction _ and number of the boats, the frequency of the trips, police regulations and rates of passage; sequiring quarterly sworn returns of the re- -ceipts and disbursements, and declaring that after a fair security and remuneration to the ‘lessee the income ehall be devoted to the pro- motion of the public comfort; appointing as superintendent to enforce those regulations a person having no pecuniary interest in the ferry, and asserting the power of the eminent domain, in order to take, through commisaion- ers appointed by the Supreme Court, necessary ferry landings on the Island. It remains to be seen whether the powerful tobby under the control of George Law will be able%o defeat these measures. The public safety and the interests of all who live on or travel to Staten Island require their adoption. A few weeks will determine whether George ‘Law’s pocket or human life be of most value in the eyes of the State Legislature and members of Congress. This detectable scene is not without its moral tor both sides of the House. It is within the knowledge of every man who reads the news papers that that charge of slave burning made “vy Mr. Van Wyck is untrue. Some time ago one of the abolition dailies published a lot of rigmarole, in which it was stated that a num- ber of slaves had been burned at the stake by a Micsissippian mob. The story turned out to be a miserable invention of some lying abeli- tionist. It was contradicted authoritatively ; aad, if we remember rightly, a retraction ap- * peared in the very journal which first pablistied ~the Ife. At any rate, itwas proven to bea - canard, like ail similar horrible tales which ere gotten up just before every election to frighten the old women in breeches at the North. But, although the member from New York was wroog in ventilating a stale slander 4n the floor of the Houte, the member from, Wiesissippi can have no excuse for his conduct th giving Mr. Van Wyck the lie direct, and then chalienging him. That was the - 4enduct of a frontier bully, not a refined South- an getileman. Mr. Davis should have called upon Mr. Van Wyck for his proofs aad his facts. As the latter could not have enbstantiated what te bad said, his case would have fallen to the ground, and the utterer of the stander upon Mississippi wondd bave been convicted of fulse- hood cut of bis own mouth. That would have been the proper course of proceeding for a legislative body which had a realizing reuse of its own dignity. It does not appear, however, that Coouress has any such, or any other sense, for that matter. There has been.pothivg but rowdyiem in the House since the session commenced. What right had he to receive this money from private hands in his public capacity, and what did be receive it for? if his salary of $3,000 was not enough, the public can as well afford to pay seven thou- eand @ollars extra as any private parties. I it is unlawful and a subject for investigation for Alderman Brady to take $2,000, it is cer- tainly unlawful alzo for pious Pilsbury to take $7,000. Tur Fra Diavoro or tHe Lousy Turnep Ur Auarx.—Every body will remember the dis- tinguished lobby chief, O. B. Matteson, who made such a brilliant figure in the last Con- gress. He narrowly escaped expulsion at the hands of the House, and received permission from his constituents to stay at home, where he bas remained in comparative obscurity ever since. But having once taken his degrees, the Fra Diavolo of the lobby could not resist the effect of his ancient affiliations; and, if we may credit the Utica papers, he has been cutting up some characteristic capers in the bank of which he was president, and has been removed trom his place. Jf thisistrue, it is another proof of the demoralising effect of lobby asso- ciations at Albany, Washington and e!sewhere. F., March 9, 1860, The steamsh'p Nova Scotian, which arrived hore yes tercay aternoon, sailed from Liverpool at cleven o'clock on the morning cf the 22d of February, touching at Que enstoen the next day, , ‘The steamship Glasgow also sailed from Liverpool on the 22d ult. for New York, and the steamship Now ‘York was to leave Southampton for the same dtstination on the rane day, The steamship Niagara was to take the place of the America, and sail from Liverpool on the 25th ult. for Hali- fax and Boston. ‘The steamship America from Boston arrived out on the morning of the 224 ult., and the steamship City of Baltimore, from New York, a few hours later. Heavy gales had prevailed around the coast of England. ‘The steamer Ocione, from Dublin for London, came in collision with the schoover Heroine on the 19th ult. The steamer sunk in twenty minutes afterwards, and from forty to fifty persons were drowned. Rumore were current of an ad¢ress, attribated to Victor Emanuel himself, calling Naples and Sicily to insurrection. ‘The armaments in-Piedmont were being accelerated.
