PON DENCE. OUR PORT AU PRINCE CORRES! PORT AU Dorr Av Paincs, August 6, 1859, powerful in bis position is plainly demon- ee a ny ane fact tbat be is called to the honorable posi. qlee of Grand Master of the Masons. It is true that the new execrated Soulouque was once himself at the head of this body; but be rather forced himeelf into that position than received the honor, as Geffrard reseives it new. For Seujocque it was a matter of the utmost importance to, in | manner, control that body, or at least to be in every way conversant with their plans and wishes. Perhaps the Rmperor was rather used as a tool to advance the in- terests of the brotherhood than that he employed them to ‘qmablish his power. This much at least is cortain, that he wever gained the entire confidence or sympathy of the ‘Masons, or else Geffrard would not now occupy the impe ies palace. . Let us hope the President will be more fortunate than Ibis predecessor; and we trust that, as the Lodge—Humani- ty No 12—announces the nomination of the very illus ‘trious and al powerful #, Gelfrard to the office of Grand Protectorate of ‘that Geil sro may Live loog to the honor and glory of our @ommos couniry. FINANCIAL AND COMMERCIAL. Tvespay, August 23—6 P. M. ‘The upward movement in stocks continues, though the commission houses still report a want of orders to buy, and the earnings’on the roads have not yet begun to increase., The reaction which took place last evening was recovered to-day, and after an ac. tive business, stocks closed firm at an advance over the closing prices of yesterday. Michigan South- ern guaranteed continues to attract considerable at- tention. The shorts in this stock have not been able to close up their contracts, and though 2,000 sbares were thrown into the market yesterday bya holder who had bought at lower pri the scarcity of cash stock was as marked to-day as ever. There seems yet to be a reluctance to take sellers’ options except ata large difference from the cash price: when the business of the road increases, the courage of the friends of the property will probably rise. A road connecting Lake Erie with Chicago, and run- ning 525 miles through the finest part of Michigan and Indiana, if properly admin: istered, ought easily to be able to pay in- terest on ten and a half millions of debt, and have a handsome surplus for stockholders besides: The stock opened to-day at 24}, advanced to 25, at which price there were large sales, and closed at that bid. New York Central was active to-day, the late arrangement having brought in some orders to buy; the price at the close was 73}, an advance of j ince yesterday. Some heavy short sales were made by a prominent operator after the second board, but without affecting the price. Rock Island advanced 1 per cent. It seems likely that the busi- ness on this road will justify the declaration of a moderate dividend in November. Toledo was } per cent higher. Harlem was steady. Hudson River advanced 3. This is, we believe, almost the only road (with the exception of the New Jersey Central) whose earnings have increased steadily month after month, for the past year. Pacific rose to 78} this afternoon. The board of ‘dicefors meet tomorrow to discuss the purchase of the ‘Collins steamers with the Panama directors. It is rumored to-day that the Pacific Mail Tepudiate the purchase of the Collins steamers made on their be half eM necta appointed to negotiate with Mesers. Brown Brothers, and that a new company will probably be formed, in which the members of that committee and the Panama Railroad Com. pany will owna heavy interest, to run the steamers between New York and Aspinwall in conjunction with the Pacific Mail Company's steamers on the Pacific. Meanwhile, it is understood that one-half fhe price of the steamers was agreed to be paid to NEW YORK HERALD, WEDNESDAY, Messrs. Brown Brothers in the shape of Pacific Mail stock at par; and it is suggested, with some show of probability, that the recent rise in the stock has been the fruit of the purchases made by the committee to fulfil their contract. We hear it even hinted that the late short sale of 1,000 shares, which was ascribed to the Commodore, was really askilful endeavor of the committee to check the upward tendency of the market. There was more activity to-day in State stocks and bonds than yes. terday. Missouris are } per cent higher. It is understood that the committee propose to reduce the capital stock and bonds to $26,800,000, to leave the mortgage debt as it stands—say $18,000,000—and to give 80 per cent of the new stock to the unsecured bondholders, and 20 per cent to the old stockholders. It is also pro- posed to assess the new stockholders $1,200,000, to pay off the floating debt, &c., and to ask the bond- holders to fund four coupons. If this be the best the committee can do, we apprehend that they have lost their time.
