oe en ‘The Baltimor’ Olty Guards. This military organisation will leave Baltimore fora Northern tout at half-past six o’clook this morning. The Baltimore Clipper gives the follow- ing history of the organization: — The special atteution now being attracted among military circles by this spirited pody of citizen s9!- diers aay render in sume measure acceptale a bnef outhne of their history. The mitiatory steps towards the formation of tee corps were taken in 1830, we believe, and rexulted in an association numbering some sixty or seventy members, who Were at length organized in the full of 1833, under the tite of the Baltimore City Guards—Alexande Creves, Captain, ».nd Wm. The dry goods dea ‘ers report a better inquiry for goods, and larger sales, They seem to think that the auction sale which came off on Friday, and which was well at- tended, will give a tone to the market and disap- point the expectations which have been entertained of lower prices. The effect, we apprehend, would be more surely attained by a brisk reduction of the imports. This, perhaps, will come about by and by. The Western dealers are buying moderately They seem to think that buyers from their country will come in to make purchases throughout the balance of the year, as the movement of the crops provides them with funds, It seems to be now nniversally admitted that England will want some wheat from us this fall. It is yet too soon to estimate the actual amoun; of damage done to the crops of France and South- ern England by the drought and subsequent storms in July; the deficit may prove quite considerable: But all the letters from the other side concur in stating that some wheat will be required. Thus far the movement of the crop has been very slow. This does not arise, as is too generally supposed, from an unwillingness of the farmers to sell. They are too poor, as a general rule, to have any choice on the matter; and, besides, present prices reward them very handsomely for their labor, and they see very plainly that the longer they wait the less they will get for their stuff’ The true cause of the delay in the receipt of the crop is the disorder into which the organization by which it is forwarded has fallen. These and other obvious causes of delay may keep back tke first of the wheat till the end of the month. After that time it may be expected in large quantities, and the market here will pro- bably give way. At present it is buoyant, with an advancing tendency. Cotton is firm but inactive, as usual at this sea- son. Efforts are being made in quarters hostile to the South to create an impression that a supply of cotton large enough to affect the market price may be expected from India and Western Africa. The planters need not disturb themselves, There is no reason to believe that the cotton of com- merce can be produced at all in Western Africa, and as to India, it is well known that the British millers could do little or nothing with it, had they not American cotton to mix with it. The prospect is, that the peace in Europe will impart a remarkable developement to mannfacturing industry throughout that Continent, and that, even should the crop fulfil its present promise, and amount to 4,000,000 bales, there will be ademand for the whole at or above present rices. aauoriten merchandise is generally quiet. Teas are inacti they are held in a few strong hands, and will not probably come freely on the market until an advance takes place. Coffee is better, ia consequence of the exports to Europe. Others again pretend—seemingly on good ground—that some of the leading banks are becoming apprehen sive on the score of their profits, and, in aoticipa” tion of a decline of specie shipments, are again seeking to expand. The report from most of the banks is, that they are freely discounting short paper for their customers, but that they are avoid ing notes maturing after October. The public will view any increase of discounts at the present time with well founded uneasiness; they are firmly fixed in the opinion that for the next six weeks at least curtailment should be the guiding principle of the New York banks. A farther reduction of loapa, ike twat of last week, would have a most beneficial effect on commerce and finance. Money has grown cheaper since last week. The last bank statement bad the effect of restoring con- fidence to money lenders who bad withdrawn their means from the market. The upward movement which we indicated last week as being foreshadowed by the course of events appears to have begun. The prospect of large earnings on the Western road= in consequence of the harvest, combined with the unduly low prices to which many stocks have been driven by the bears, appears to have at length at- tracted attention, aud led to some speculative pur- chases. Parties who are interested ia the recovery in the market will however see with regret anything like a spasmodic rise, or a Wall street cornering opera- tion. The tendency of all “corners” is to cause ultimate depression in the stuck cornered: the short sales of bears, though they constitute a pow. erful aid to a rising market, canavot alone form the basis of @ permanent advance. If, therefore, the operations of bulls in our stock market should cause prices to advance rapidly before any tangi ble evidences appear of an increase of intrinsic value in the securities dealt in, it will be safe to look for a reaction as sudden as the advance. No person of ordinary discrimination need to be told that what the railroads of th country have earned heretofore, they will ear again; pay, more, that in the future they arc destined to enjoy a traffic as much greate: than that of 1856 as the traffic of that year was greater than that of 1853 or 1854. The uncheeke« increase of population—both from natural canse- and from immigration—and the progressive devel opement of the country, render this result mathe matically certain. On the other hand, it is equall: obvious that the severe lessons of the crisis have been fruitful of large advantage to the railroads, by causing them to be administered with more econo- my and judgment than they were when they hat never known adverse days. As instances we ma adduce the New York Central, which, accordin; to the reports of its managers, has reduced its ex Ppenses nearly ten per cent since the crisis; and th: Michigan Southern, which, under the old régim: used to spend $150,000 and $175,000 a month for working expenses, whereas now it is admirably run for $85,000 a month, Notwithstanding these considerations, the indifte rence of the public to stock speculation has for many months left the control of the market in the hands of the Wail street jobbers; and these operators huve continued to hammer prices down to about the point at which they stood in October, 1857, the month ot the crisis, It is due to the public to say that while they have not interfered with the operations of the street to protect the stocks in which they were inte- rested, neither have they, asa rule, allowed them: selves to be frightened into selling their stocks. eres The sound common gense of the great body of rail way stockholders protected them from this sacri- “ZoAdo,o03 | fice; the recovery of the railway interest, and it~ reorganization upon improved principlos, were an ticipated by them and properly taken into account. Jobbers interested in the du- cline of stocks have displayed no little ingenuity to prove the ultimate worthles:ness of railway pro- perty.
