M. ‘The Persia’s arriva! thiy morning places us in possessio” of our files from London to 23d ult. The advices may be summed vp ina few words. Both the British and French funds are lower; cotton has declined 3; breadstufls are stronger; money is without change. ‘The settlement of Italy, and the angry discussions which ‘are pending between the London and Paris journals, must account for the fall in public securities, So short a period has ciapsed since peace was declared that the stock markets of the world bave not yet had time to shake off the nervous svaceptibility caused by the war; newspaper articles, which would have had no effect had the ton: o. be public mind been more healthy, now create alarm and diatrust. The Peace Congress was expected to meet be fore the 27tn; nothing can be known either of the future die position of Italy or of the true designs of the great Power- involved until ib adjourng, The decline in cotton occurred in the early part of the week, and was partly recoveres before the steamer sailed; it was due apparently to an ac- cidental pressure of a large quantity of the lower grades on the Liverpool market. The advance in breadstuffs ap pears to be due to the reports of excessively bot weather and drought which have prevailed extensively throughout Europe and in Engiand, The return from the Bank of England for the week end ing the 20th July, gives the following results when com pared witb the previous week:— Public deposit, + £4,952,572 Tocrease £110,779 Otber deposits, 1,431,803, Rests... 33,160; On ihe other tide of the account:— Government securities£11,270,680 Decrease £150,000 Otner securities, 17,265 4,489 Decres 643,472 Notee unemployed 9) 489 050 Decrease... 611,475 The amount of notes in circulation is £22,064,840, being an increase of £352 310; and the stock of bullion in both de- partments is £17,699,527, showing a decreaso of £242,264 wken compared with tbe preceding return. Baring Brothers say :— American etocks have not been in active demand this week, but there have been transactions in United Stas 6s bonds at 9854; in new 5's at $3; Massachusetts ster. ling at 10234; Penurylvania bonds at 83 abd ox div.; in oacriptions at 803¢ ex-div.; Canada 4 Jevtral sbares, 6970; Minow Centr: 1, 3334 die count; Peucsyivania Central Railroad bonds, 9034 » 9134; second mortgage, 9434 09544. Satterthwaite says:— Our stock market has been weaker the last few daye, tbe aspect of affairs not {or the moment jooking favorable to a further advance; it seems probable that specie will be shipped away faster than received, and that money Will becbme somewhat dearer. Our floancial position 33 Lot aD easy one, £4,000,000 having to be raised by in- creased income tex, and an equal sum probably wanted to be raised on loan for India; then again, the Earopeau Powers lately epgaged in the war musi certainly require funds to pay their expenses. Console clcse at 94% a 7% for money and 947% for ac- count. Toe market for American securities has been we'l maintained. Some considerable purchases haye been made in United States 5 per cent, about 93, at which price they remain offered. Maryland, Massachusetts and Pennsytvauia are in demand. In railroad bonds the chief inquiry is for New York Ceptre!, Penpeyivania Central and {ihnois Central. New York Central ehares are 69, but not a firm market. il no's bares are less inquired for, and close, sellers, at 34 Giscount. Erie eecuritice remain quite neglected; holders on this side appear to have lost all confidenco in tne present management. y Mesere. D. Our money market is very firm at the highest quota- tions of yesterday and day before; the prospect is that seven will soon be the minimum rate for call loans, aad nine for long mercantile paper. These rates would teud to check the export of specie, as the foreign bankers would retain their balances here, instead of shippiog them to Europe to be used at 3 and 4 per cent per annum. Foreign exchange for the Cunard packet to-day closed very fiat, From present appearances no business of any congequence will be done for Saturday’s steamers above 1107 for sterling 60 day bills, at which rate it will hardly pay to draw against gold. Nine per cent hag been tho usual value of money in New York in the most prosper. ous times that we havo ever had; when money gets back in to that figure it will be safe to believe that the general businees of the country is again prosperous and lucrative. The Cunarder to day took out only $450,000 in gold.
