In my last communication 1 took occasion to call your attention to the necessity of fresh iegislation in regard to ‘arson. As the law now stands it is exceedingly diilicalt to procure a conviction. According to this rul- ipgaman cannot be held on an indictment for burning is own house; and the mere ‘ion a8 tenant 6 sufficient mption of ownership. T was in hopes that the pains which [ took to point out the consequences of this decision would have led to some effort on tae part of our citizens to have the law amended. ‘The edeeobdant yb td pape interested in getting ‘the Legislature to pass some act by which the cyvils re- xy! from the present imperfect state of our crimi- pal code in relation to tue offence shal! be put an end to, It is clear that as matters now stand there is mo remedy against a maliciously disposed tenant who, whbing t isjare his landiord, sets fire to his house ‘and burns it vo the ground. One would suppose that we ‘Dare statement of the fact woula have aroused the jealous @ttention of a body usually so alive to their interests, and thas they would bave united in some step which would Joo. Let me hope that before it again becomes n for me torefer to this subject a movement will have been made amongst property owners, seconded by the prosecut- Bee cuornes” to prese the matter upon the attention of the Legislature. DECREASE IN INCENDIARISM. ‘The annexed table exhibits a total of twenty-eight in- cendiary fires during the past half year, showing a de- crease of twelve, as compared with the cor ling perioa of the previous year, and tweive less hits the six The whoie number of fires amount to trasted with the previous halt year. This the number of incendiary fires is, you will agree witn me, exceedingly gratifying. In view of the additions to our oty ylation that are continually taking piace, it shows that Ber ettorts that are being made to check incendiary offences are attended with @ certain amountof success, I atiri- Dute this result to the improvemeats that have been ef- feeted in the machinery of detection and the apprehension inspired by the searching investigation which 1s instl- tuted after each suspicious case of fire. Arson is a crime ditering from all others in the facilities of concealment afforded to it. It is generally committed without assist- ance, and seltom leaves any tangible proof behind. It is atalitimes diflicult to connect the author directly with tho crime, anait is by circumstances mereiy that his guilt can be made out, It is only, therefore, by a system Of rigorous investigation, set on foot on the premises im- mediately after the fire, that there is any chance of ae ing it home to him. The results attending the ado; toi system have, I am convinced, been as effective in the ‘way Of prevention as of penisbment. The greater chances of detection which it presents deter many from the com- migsion of belay of this character who would otherwise bave no scruple in perpetrating them. The totai tous by fires included in this report amounts to $260,508—a decrease of $978,843 as compared witn the ling half year, and of $203, 649 as compared with the cosunie ‘six months of the previous year, Tho sass bec. by the insurance companies only amounts to "INCENDIARY OFFENCES CLASSIFIED BY NATIONALITIES, The calculations of the insurance companies nave been reduced to such, vem of nicely, that even the nation- ality of the parties charged or suspected with acts of in- endiarism has been made a matter of close observation by them.
