Perhaps we may be able to slip throush between Garrison and Spratt without incurring the calamities of a civil war. We have done it several times al- ready, aud perhaps we may succeed once more. OUR SPECIAL WASHINGTON DESPATCH. ‘Wasurnaton, May 20, 1859, ‘The admiaistration 1s considering the propriety of or- derirg to the Mediterranean several light draft steamers to prevest piracy and to look affer our commercial interests in thoze waters. Merchants intorested in this trade are desirous that a proper force should be sent there to protect our commerce. Mr. Cromwell is here, for the purpose of trying to in- duce the Navy Department not to purchase the four steamers of bis company, chartered for the Para- guay Expedition, but instead to pay the charter money and return the veesels, The company is willing to pay a bonus, but the Secretary declines, and will pur- chase the ships, as was provided in the charter. The amount of the charter money is about one hundred and thirty thousand dollars, and the vessels of course are woith more than that. Ibsve been making gome inquiries in regard to those mysterious channels of information through which the most virulent and ungerupulous opposition and bog democr: Journals of the day pick up those small items of Cabinet news which are so shamelessly perverted to the dirty work of personal abuse against the Preeident, I beve hua overed that, while the mombers of the Cabinet 8 are kept in the dark, some of their subordixates (necessarily conversant with such trane- ) for example, as the appointment of a bearer of despatchcs) are the leakages turough which these opposi- tion and bogus democratic correspondents here coutrive to fird themselves employment. ‘These correspondents, too, and the orgaus which they serve, bave thoronghly learned tue art of making a very small item cf political capital do a world of service, as, for instance, in the case of Wikoff, appointed the bearer of a treaty or two to China. In itself there is nothing remark- able in this appointmout. Wikvf certainly possesses the qualifications required, and from no quarter has there been a Coubt expressed of a faithful discharge of bis + duties in the premises. Ho will be paid the usual com- . pengaticn i such cases, and only for a reasonable limita. tion of time; and yet this appointment has béen made t of some of the moet scandalous denunciations, insinuations and faleckoods against the President which r disgraced our political newspaper press. Tuaderstond that Mr. Philip Clayton, a promiveni and xtal subordmate of Mr. Cobb, was the person through whom one at least of the black republican corres- poncents derived bis itews of information concerning the caso of Wike™. Mr. Clayton, perhaps, did not think it a confidential matter; and to Mr, Harvoy, the attaché of a black repe an organ in New York and of another in Philadelphia, there waz here a bil of nows that would be very acceptable, Another cf these Washington correspondents, a Mr. Evans by name, lately himself a bearer of despatches to England froma Gon, Case, is now employed, it appears, in the same wayas Harvey. From the chief, or som> other » conddential clerk of this or that bureau, he worms out now and then some little item of Cabinet news upou which the newspapers hogtile to the administration may concoct suns new tissue of vittanous accusations and fabricar egainst the personal character of Mr. Buchanan. It is also ateted that Mr. Browne, the new editor of the Comtitution, is one of these telegraphic newsmon- gers. Mr. Browne, late from Ireland, has received his American democratic education chiefly from Mr Butterwort, of New York. Mr. Beéilme, before leaving New York for his new post at the organ <here, wes honored, as I am informed, with a parting dinner by sour under Navy Agent, at which, conspicuous among the invited guests, was ‘the little villain’? of the Times, the most spiteful and vindictive of little villians in his personal abuse of the President, Within a day or two T hope to be.on the track of the special Washington news- gatherer of the Evening Post. That he ia hitched on to ome public clerk or other I have not a doubt. Such are the etrange afliiiations between some of the of ficial and. confidential subordinates and organs of tho ad” ministration here, with the most reckless aud shameless of the poiitical and personal enemies of the President» through tucir Washington newspaper correspondents. The good vature of Mr. Buchanan and of the sever! members of his Cabinet should not be thus abused any longer. The government clerk, high or low, who thus violates the confidence of his oflice, should be looked after+ ‘The following officers have been appointed to witness ‘the anzual examination of midshipmeu, to take place on the ist of June:—Com. Stringham, Captains Mercer and Purviance, and Commanders Bell and Dray ton. It ig rumored this evening that young Botts aud Wire, who have been in this vicinity for the last three days, arranging preliminaries for a duel, have fought, and that + the latter was shot dead. Their movements are kept a profound ecciet, Tho police have been on the alert for « the last twenty-four hours, but are unable to get any clue tothem. Gov. Wise is also bere. Hon. Mr. Keitt, of South Carolina, arrived here this anoyning, secompanied by his bride. noon for New York, aud has engaged passage in the Argo for Ecrope. The Navy Department has paid up Messrs, Westervelt and-MvrjLy the amounts due for building the war steamer 3 ‘a and constructing the engines. Capt. ~Farrogy areport to the Department, speaks of the Biookiyn as a complete success in evory respect, making better specd wader steam than the contract called for.
