American securities weuld be the ovly public stocks which such a war would pot render precarious, United States securities, State stock?, aud our best bonis, would be eagerly taken up by prudent men throughout Europe. Finally, cotton, which is as sopitive to War rumors as consol, coaid not be ma- terially affected; for, whether the Europeans go to war or etay at peace, they must have clothing, and they must keep their mills going to avoid riots et all their manofac- turing centres. Nothing can really diminish the demand for Alwericas cotton in Europe but a diminution of the people of Curope—an absolute und large decrease in the number ‘of bodies to be clothed and families to bs employed by the spinners. Cotton has become as decited a necessity in Engiand and on the Continent as grain, water or air. In a word, thon, while the effect of a war confined to the plains of Lombardy would simply be to increase the demand for American breadstu(fs and provisions, the ef- fect of a general European war would be to stimulate a genera! expansion here such as this country has never | (iHztns’. witnessed—to drive the United States forward at an un- precedented rate, and, in the absence of a general bank. rupt law, to render inevitable a reaction which would shake the country to its base. People are already reading an exhaustion of our reeerve by a drain of specie to Europe. These fears are Premature. It is quite true that one of the first effects of | the war will be to bring new borrowers into the European | markets, and to frighten gome lenders out, which will caute | an advance in the price of money. But all experience | shows that that advance will be anticipated, or atallevents | responded to directly on this side, and that tne moment | money is needed here for the movements of the crops, the price will risetos figure which will bring it here. ‘The best opinion i, that we shull haye no very tight mo- ney market here, at all events till October. We shall of oarse continue to ship specie, as is usually the case, for the next sixty days; but this caunot seriously embarrass the banks. At least ten to twelve millions of gold will arrive in New York from the South and Weet between this and the middle of July; between sever and eight millions will arrive from California; the government dis- bursemente at various points will exceed the receipts by about six millions more. Altogether, New xork can afford to ship from two to three mil- lions a week without endangering tho banks. Among the gpecuiative stocks New York Central was the most active. It opened at 713g, and was very setive at the price; between the boards it ruled at 7134 @ 5(: in the afternoon it closed at 7124, bid. The prospects of « settlement with the rivay roads are very slimas yet. Michigan Southern was much depressed by the war news; the guaranteed fell one per cont, closing at 317g. The earnings of April will show a falling off about equal to $65,000. Galena was lower; it earned last April $90,041, against $141,323 in April, 1858— decline, $51,282, Toledo fell off one per cent: its earn- ‘ings for April were $62,050, against $84,148 last year—ie- cline, $22,098. Rock Island was lower at the opening of the board, but recovered cirength subsequently, and closed at 5934. There is no chamge in Harlem or Hudson. Pacific Mail sold at 79, a decline of one per cent. Panama was steady.
