With regard to Amerizan citizens long correspondence is published, in which Mr. Forsyth, United States Minister at Mexico, announces that a meeting of mombers of the diplomatic corps bad been held, but that they were not of accord, and that be had subsequently formally protested agains! the enforcement of the decreo. The protest of Mr. Fersytb is published at fall length. It appears trom this that there were infact two decrees, virtually; however, only parts of one. Mr. Forsyth says:— ihe first, a “contribution” is imposed, for once only, of about one per cent, upon every of real and per- sonal property, of the value of not less than five thou- sand dollars, and not exceeding one million five hundred thousand dollars, This “contribution” is to be paid, one- fourth in fifteen days, epe fourth ia twenty days, one- fourth in ferty days and one fourth in fifty days, from the @ate of the publication of the decree; sti regula- tions are provided for the yt discovery of the amount of jaals, and for the Property individ collection of the “contribution” that may be claimed upon it; provieion is also made for the repayment of the ‘-contribution’’ in shares of the National Bank, establish- ed by the second decree, and the National Bank, thus supplied with its capital and its stockholders, is invested ‘with the general control of the floances of the nation. It is partial, unequal and unjust in its operation, leaving, as it obee,4wo extremes, above and below which no contribution at all is laid, and establishing a Jarge twequality in the bases of contribu ie that are within those extremes. ith these large exemptions from all ‘‘contribution,”” and with these inequalities among those who are con- pelled to pay, the updersigned must deem it as differing, foto cerlo, frcm @ lawful tex, which, from its very nature, must be |, uoiform and just. ah irregular and unusual in tts appropriation, from the statement already alluded to in the Diario Of cial, and frem bis own observa:ions, the undersigned is satisfied that the funds obtained by means of this “con- tribution” are intended to be employed, in the first in #tance, to sustain troops engaged in the civtl war, now ay, devastating the country, and afterwards to form, in whole or ic part, the basis of the National Bank, with the abares of which it is proposed to repay it.
