Whenever two joinit.g States shall resolve upoa disunion, disunion ‘will certainly occur, in spite of all that the power of Federal Govervment can do to prevent it. I 1am sure, with the. and impartiality tory on this subject, and my language is that of a wan who would look apon the disruption of our natiourl brotherhood as by far the Greatest of evils which could befall us as a le. Lect us turn our atteniiou to the condition of things in other States of the South in the autumn of 1850. Delaware, Maryland, Virginia, Kentucky, Tennessee, Louis- jana, Texas, North Carolina, Alabama, Arkan- sas, Florida and Missouri readily acquiesced in the peace measures of 1860, with an ander- standing, though, that all of these measures, iu- cluding the fugitive slave law, should be faithfully enforced. In Georgia and Mississippi a state of things far different existed. What was known as the democratic organization, in both these States, was ascertained to he nostile to the compromise mea- sures, and friendly #0 disunion. My five colleagues in Congress were open advocates of secession. They all urged that the remedy of disunion should be resorted to, without the least delay, on accouxt of the compaomise measures, and chiefly on account of the admission of California into ‘the Union. A large majority of both houses of the Le- gislature of the State united in a declaration not to submit to the comoromise enactments. The Gov- | ernor of the State, an excellent and patriotic gentle- Man, but fatally misled by the false and daagerous counrels of others, on whom, unfortuvately for his own iu e and poputarity, he too much relied, con- voked the Legislature cf the State in special session, and recommended the immediate adoption of such measi.res a8 would lead to a full and hearty co-oper- ation with the Stato of South Carolina. At one time, the chances, both in Georgia and Missis- sipple were obviously in favor of the consummation of this scheme of ruin. There was bat one remedy left. Party had to he given up. Party nizat- tion hud to be disregarded. e only possibility of ave ting the menaced catastrophe lay in uniting the ever since, to the nimost to bring about the accom- lishment of his sinister auguries. I charge Mr. Pierce with having disgraced tho public offices of the government, both at home and abroad, b; filling them with grossly incompetent men, some oO! whom were known to be utterly devoid of all ge- nuine American feeling. I accuse him—and who can deny it?—-with appointing to a seat on the bench of the Supreme Court of the United States, the very man who was everywhere recognized as the author of that most ce and disorganizing document —the eddress of the Nashville Convention. I ch: him, finally, witha bold and heartless discrintina- tion in favor of foreigners against native born Arericans—with the ruthless proscription of true hearted American patriots, because of their avowal of opposition to a dangerous Hen inflaence now known to be in our midst, and their declaration of a preference of their own countrymen as aspirants to Official station, over persons horn in foreign lands, and who were necessarily unfaziliar with our inst tutions and with the working of our complex g vernmental machinery. I charge him with brea! ing up, in the most unpardonable manner, ghe strength of the democratic party of the Union—with so discouraging its members and weakening its moral influence in the country as to make it next to Sapemsbls that even a return to the pepeplos on which he was elected, a dispersion of the pases Cabinet, and » fundamental reform in the policy of the government, would be abl¢ go far to restore the character and influence of that party as to make it capable of saving the republic in this its moment of greatest peril. _ ~ is * s In the progress of the summer of 1850, when M.
