In the early part of the week just elored, the steok market had every appearance of steadily settling down to lower than bad been realised for many months, and holders of fancy stoeks were by no means 4m good spirits. On Thursday, advices from the seat Of government reached us by telegraph, announcing ‘the defeat of the Texas Boundary bill, and the proba- Die adjournment of Congress without adjusting any Ofthe difficulties growing out of the important politi- ea) questions at issue. This caused something of a panic in the stock market, and what must appear most extraordinary, depreased prices for nearly every fancy stock in the list, without affecting, in the least, ‘those securities whioh sheuld, in fact, have been first depreciated. The market througheut Friday was re- pidly declining, and the bears, with their usual shrewd- meee, availed themselves of the panic to take in many of their shorts. Fortunately for the bulls, the telegraph on Friday night brought more favor- able accounts from Washington, and it was en- meunced in the Herald, on Saturday morning, that the Texas bill had passed, amd that all the ‘erritorial and other important bills before the lower House of Congress would be finally and satisfac- torily dispvsed of, and that am early adjournment might be expected. This raised the depressed spirits ef holders of stocks generally, and the effect upon the warket can be best understood by comparing prices eurrent yesterday with those of the day previous. Th grasitive state of the stock market is clearly illus trated by these fluctuations in prices; and it is eufl- lent to natisfy any one that the fate of those deeply invelved as holders of fancy stocks henge by @ siagle hair. They know not what morning they may enter ‘Wall street and find themecives ruined. The stock market is ope of those precious things that the most trifing causes may destroy or eshange the Drightert, fairest prospect to one of dismay, disaster ‘end despair. During the same period there were clear- | ed out at the Baltimore Custom House,for foreign ports, the following vessels, vis: ships, 10; barks, 9; brigs, 15, and schooners, 8—total 42, Of these vessels 28 wore | American, 8 British, 5 Bremen, 1 Russian, 1 Spanish, | and 1 Norwegian. The total tonnage of these vessels amounted to 12,053 tons, and the number of men em- ployed im their navigation was 470. These clearances were designated for the followiag places, vis.: Liver- pool 1, France 1, Rotterdam 2, Russia 2, Bremen 3, Rio de Janeiro 4, Brasil and « market 4, Gibraltar 1, Call- fornia 2, and for various ports in the West Indies 22. ‘The aggregate value of the foreign exports for the month of August was $681,240 25, of which amount | g00ds to the value of $36,964 27 were destined for Cali- | fornia. The value of the foreign exports during the | week ending on Thursday evenii as $200 948 48, one eargo alone, that of the ship Silas Richards, for San Francisco, being valued at $106,973 48. The principal | article exported during the week was Flour, of which over 10,000 bbls. were shipped to foreign ports. The sales ot printing cloths in Providence, last week, were as follows, vis. :—32,000 pieces 60x68 23 in. extra, 5; 2,000 do. 60x64 28 in. extra 4% ; 7,000 do, 60x64 29 in. good 413. 8,000 do, 60x64 28 in., ord., 4% ; 3,000 do, 52x66 28 in., fair, 43 ; 5,000 do. 62x56 27 in., fair, 43.— Total, 28,000 pieces. These prices indicate no ch: large offers have been made at a fraction below t! above quotations. We have at length something like an accurate state- ment of the amount of damage sustained on the various Mnes of railroads and canals in Pennsylvania, by the storm of Monday last. The aggregate, which will ex- ceed, instead of falling short, of ome million of dollars, may be distributed as follows:—On the main line of the Pennsylvania Canal and the Central Railroad, « fow hours work anda few thousend dollars will repair all the injuries sustained. On the Susquehannah, North and West Branch Canals, by Monday next all the re- pairs will have been made at a trifling outlay. The | !t Tide Water Canal, which is the outlet to the Baltimore | and Philagelphis markets for the Susquehannab region | bas suffered considerably ; but it is believed that | ¢ doate will be passed in all of next week. From the | Lehigh Canal our acoounte are of a contradictory cha- racter, some estimating the damage as high ss $200,000 and of so serious 8 nature as to suspend navigation for the balance of the season; while others place the damage ot half that amount, and are quite at that the canal will bein navigable order early next month. In the Sehuylkill valley, where the storm raged with the greatest fury,and where the waters rose to @ greater height than has been known during the present eentury, the great bulk of the loss has deen sustained, and sustained by the Schay!kill Canal. Dams, bridges and embankments have been carried | away toan extent that seems to us incredible; and, at © rough estimate, we should suppose that $300,000 would not place the canal in as good condition as it was prior to the freshet of last July. To be able to repair damages before next spring is wholly out of the question, for several reasons. The bulk of those repsirs cam only be commenced at s low stage of water; and as our rivers are usually high in the fall of the year, to say nothing of the freshets generally sccompanying the aut equinox, it is not likely that work will be commenced, that may be swept away atany moment, and which under the most favorable circumstances, would require months for completion. Besides, the company, already embarrassed, would find, at present, no ordinary dif- fleulty in raising the necessary means. With their bonds selling at thirty-nine comts on the dollar, they would it impossible to negotiate a loan, except at the most rainous rates. The success of companies, like the success of private individuals, is frequently as much owing to geod luck esto good management. What the discovery of the gold placers of Celifernia, was to Howland & Aspin- ‘wall's steamers, so it is supposed the late freshet will be to the Reading Railroad Oompany. The wreek of the Sebuylkill canal may be the making of the Read- ing Railroad—it may possibly be raised, in time, from “fancy” toe dividend paying stock. It istrue that the operators in Reading stock have asserted, for the last six months, that while the business ef the road has largely increased, the expenditures have decreased ata much greater ratio; and that without such « con” tingency as a freshet, « dividend of from three to five per cent. would be declared in January next. Of course, we have not the means of knowing whether these assertions are or are not correct; buat it must be admitted that the company has, unexpected ly, deem placed in such « position thet, with ordinary good management, and more such luek as it has had thie summer, it may be able, by strict economy, to make the common stock slightly prodactive. It \sthe opinion of many that the railroad mast, ultimately monopolise the whole, or mearly the whole, of the car rying trade of the Schuylkill eeal region, as the eol- liers beve, through that medium alone, direst aad speedy communication, with the Philedelphis market at ell seasons of the year. High waters, whic! destroyed hundreds of thousands of canal property at a few hours warning. have scarcely affected the Read- ing Railroad. In the freshet of July last, not s day was lost by the Reading Railroad; and trom the unprece- dented storm of Monday last, the company anticipate an interruption of only seven days, anda loss of from fifteen to thirty thensand dollars.
