NN NEE TT EN EE SFI fomilies, and private persons. lations ai INTELLIGENCE BY THE MAILE: Our Wenington Correspondence, Wasninaton, Jan. The Late Crrewar of the Secretary of the Treasury — The Expenses of Callecting the Revenue, §¢ I promised, in my letter of last € eveniag, to you an account of whet ts nd likely to be done, in regard to thet most ex raordinary public document known by th e of * Mr, Meredih’s t Circular.” The.nature of thr singular produetion is not yet fully understvod & nd appreeiated by our commercial commuvity; but politicians under- stand very well that Mr, Meredith, by embarrasa- ing and taxing the merchante, and throwing his shield over the ofiice-holders in the Custom House, means to accomplish two important objects, vi First, to throw the onus of ais taxes and delays on tbe democratic party in Congress ; and, second, to meke himself personally popular with the government officials in the large AUantic cities. Mr. Meredith, in spite of the act of Mareh 3d, 1849, which restricted the expenses of collecting the revenue to i 560,000, has expended, during the first six months of the ‘seal ear ending June , the snug litle sum of $2,141,897 21. Having thus anticipated a very large Fie of what was allowed bim by law, he was compelled to demaad an additional appropriation from Congress. The Senate, as you are aware, allowed him the same emount of money for collecting the revenue which was expended in the financial year ending June 30th, 1848. ‘This sum is $2, 132,60 Now mark, that resolution of the Senate passed nem com, nota single whig Senator saying a word on the subject, except Mr. W be ster, who, in his seat, remarked, * That's eno Why, if it was not aoa did not Mr. Meredith confer with his friends, (it any such he has,) in the Senate?) Why, if he did confer with them, did he fail to convince them? W! hy, if he con- vinced them, did they remain mute? In view of the vote of the Senate, itis sheer balderdash and nonsense in the hired administration writers to ery sboutthe neglect which Mr. Meredith's pro- positions meet i» both houses. The sum unanimously conceded by the Senate to be enough for collecting the revenue, belng. . $2,152,030 73 And Mr, Meredith having already epent for (be Orst six months, ending Veo Set. To which must bs adaed the expense of collecting t revenue in ( Californie, est the year a $1,141,897 21 160,000 00- 1 291,897 21 It follows that Mr. Meredith bas only. . to expend for the mext -ix 1 1860, for collecting the revenue from custome on the Atlantic coast This being rethera small sum for so greata task, the Commitee of Ways and Means in the Houte, considerng Mr Meredith's inability to make himself understood in the Senate, have agreed to give hum one half of what was expended for the collection ot the revenue, dunng the last six months ot the fires! year ending June 30, 1848. ‘That is to say. + $1,061,518 36 Add to this the eum Mr Meredith ‘hes already expended... ..... seveeee 1,161,897 21 $2,203 215 57 — Or $70,576 80 more than was expended by Mr. Bt tad during the fiscal year ending June 30, hie sum wae deemed sufficient by the demo- cratic portion ef the Committee of Ways and Means, but Mr Vinion offered an amendment to add $150,000 to that sum, makin in all the sum of $2,353,215 57 poz annum, or $220,579 more than were expended for the same purpose in 1813 If] mistake nor, the vote on Mr. Vinton’s amend- ment stood 4 to 4; bat the chairman, Gen. Bayly, Gif 1 em rightly intermed,) to show that no face ! Yous opposition Mr M dith or the administra- tion guided ciiov of the committee, voted with Mr. Vinton, giving the xdmunistration every possible chance to sustain itself, and no excuse lor taxing the merchauts, breaking down the revenue service, and increesing the taritl to protect officials. The question will probably come up in the course of next week, when Mr. Green, of Missouri, will ong ably be ‘lable to show. that. Mr. Meredith as not acted im conformity with the law of 1544, and that, if the case were preperly stated, the additional expense to which the merchants have been exposed by tus circulars, was illegally col- lected, and, as such, linble to be refunded. General Boyly, whose legal pre fessional attain- tituty ments and c | learning are not inferior | to those of Mr Meredith, will, I think, be able to show that Mr Meredith, by his alar, did not purpose to meet the provision of the law, but ra- | ther to bring the stron { pressure on Congress, £0 28 to induce it to submit to the present high rate | ef collecting the revenue. Mr. Meredith is doomed to be defeated on that , a8 he will be on many others, if he ex Bio have a fancy for figures, and is fend ¢ ities of his Separrneet. John Wilson, Isd’an Agent at the Great § Loke, writes a long letter on the condition of the various Indian tribes within the Great Basin, and the Rocky Mountains, near the Salt Lake. He recommends that they be taken under the protec tion of the government, and that they be en couraged in the arts of agriculture and such simple manuluctures as their wants require. He thinks that “three parks,” situated in the very midst of the Rocky Mountains, and fur removed from the lines of overland travel of the white man, would make excellent colomes ior the Indians. We make the following curious extract from this letter:— “Gear Sact Lane, Sept. 4, 1849, “That portion of the Shoboneee "called Shoooeces, oF Walkers, (being without horres.) cannot now even go to where'a buffalo is to be killed; and, consequently, are not only deprived of the meat so necessary for their support, but also of their skins, which are equally indispensable to make lodges and clothes to keep them from freezing in these mountains, where the perpetual snows are ever within their sight.” The consequence is, that they are obliged to seek such holes and caves in the declivities of these ‘everlasting bills,’ as they Gnd, to Keep them and thetr children from frvezing. There a apy warm and hot springs throughout thi country, and it is saidto be no uncommon thing to see these poor wretches sheltering themrelves and their children from the bleak snd terrible storms which pre- vail in these grand and rugged mountains, by lying, during @ great part of the day, and perhaps, night too, in these waters.” Our Philadelphia Correspondence. The impression in our mercantile commu- nity is universal, not that the published telegraphic reports of the stea we are unreliable, but that certain cotton and flour speculators get their de- spatcbes over the wires several hours ahead of the press, and the consequence is, that the moments steamer is due, a spirit of mistrust seizes upon both buyers and sellers ; large operations suddenly cease and the daily sales are resiricted to the immedia wants of thetrade This cautious feeling continues ipt of the te advices.
