The Forelgn News. ‘The mails of the steamship Europa were, in part, received in this city last evening, and we are en- abled to place before our readers to-day the details of the interesting intelligence which that vessel brought to us. ‘There are some points of this intelligence which, it will be perceived, are of peculiar interest to the United States. The first is, that, according to the letter of our Frankfort correspondent, the Ameri- can squadron in the Mediterranean 1s co-operating with those of England France on the Turkish ques- tion. We do not know under what authority Com- modore Morgan, the commander of that squadron, is acting; but we presume that he is vested with power to act as he pleases in all matters concern- ing which he has not been specially instructed by his government. ‘The eame letter also contains a recommendation to our government, to purchase the island of Patmos as a United States navel station, which, perhaps, it would be well for the government to take into consideration. Another point of interest, connected with this news, 18 an announcement, that while the French government disapproves of the course pursued by M. Poussin, its late Minister to Washington, it desires to refer the whole subject to the arbitra- ment and decision of a mntually fnendly power. We doubt whether this will be accepted by the American government, or that it will be received with favor by the people of this country generally. The business can be settled by the two govern- ments, without the assistance of a third power. In regard to the Nicaraguan difficulty, and the claims put forth by England on behalf of the Mos- quito King, it will be seen by an article, which we have extracted from the London Times, that the Englich government has taken the stand that the claim set up by the American company to the ex- clusive privileges granted to them by the Nica- ‘aguan government, is based on speculation, and if insisted upon, will be resisted by that government. On the other hand, the 7'imes says if the American company 18 acting in good faith, and really intends to form a communication between the Atlantic and the Pacific oceans, for the purpose of throwiag open the same to the commerce of the world—no one nation having a preference overanother—no obsta- cles will be placed inthe way of the enterprise. The English government certainly has no right to assume such a ground, or to draw any such infer- ence; and if the cabinet at Washington are ani- mated with the proper spirit, they will not nego- tiate on any such basis. We rather think that the time is not distant when the two countries will be obliged to come to somegdecison im the matter, one way orthe other, and that the sooner we de- monstrate that we are in earnest in what we say, the better 1t will be for all parties, It is a singular comeidence that a diplomatic difficulty has occurred between thragents of France and the United States in China, but we are happy to say that, at the last accounts, it was on the | point of being satisfactorily arranged. * Our readers will find in to-day's Herald a very interesting collection of European intelligence, | comment Marine Affairs. The Railroad Convention met at 9 o’cloek this morn- ing, pursuant to adjournment. A resolution was passed, appointing » committee of one from each State represented in the convention to report upon the subject of the Pacific Railroad, and to prepare business for the action of the convention. On motion, the committee from the St, Louis Con- vention, were invited to present their views in relation to the most feasible plan for the construction of a rail- road tothe Pacific, Mr. Lo jonoven, the chairman of the committee from the St. Louis Convention, then read an address, stating in effect that it was their wish that the subject should be held above ail sectional or party feeling, and that the two conventions should cordially unite in furthering the consummation of the great object in view, On motion, the report was, for the present, laid on the table. Mr. Whitney, the original projector of the scheme for a railroad to the Pacific, was invited to take a seat in the convention as a gues Mr. Lanur, of Louisiana, offered a series of resolu- tions favoring a national road and Isthmus road. On motion, the resolutions were referred to the ap- propriate committee. Mr. 3yrtn, of Texas, offered a resolution in favor of constructing a military road, commencing at Red river, below 23d and 24th degrees of north latitude, and that block houses be constructed along the route, for shelter, Mr, De Cxow, of Louisiana, moved to appoint a com- mittee of seven to memorialize Congress, and to collect all desirable information which can be obtained to fur- ther the object of the convention, Mr. Mites, of Texas, offered a resolution in favor of aroute from San Diego down the Gila river to some point between 32d and 33d degrees north latitude, with branches between the mouth of the Ohie and Red iv and that government be requested to include the Gila river in the proposed survey, and purchase such additional territory as might be needed in the construction ef the road, Mr. Loucunoroven moved that the route should be 80 located as to give all the States an equal participa- tion in its benefits.
