Wasuino ron, Sept. 21, 1849. The Difficulty with France— More Developemente— Cabinet Policy. We have at length the whole of the correspon- dence published this mornin in the columns of the Intelltgencer and also the Republic, disclosing the various matters between M, Poussin and Mr. Clayton. It isa very absurd and ridiculous quar- rel about a few dollars all through; even en the tace of the official correspondence, there is a goed deal of room for the remarks made upon it by the French Secretary for Foreign Affairs. The real cause of this fuss, however, has never yet been disclosed to the public, or submitted to the action of unbiaesed opinion, 1 will endeavor to supply this omission, in addition to what I have already said. P Soon after the inanguration of General Taylor, it may be remembered that a grand entertain- ment was given to the foreign ministers resident in Washington. In getting up this entertainment with proper attention to etiquette, several mem- bers of the cabinet were called into the councils of the White House. It was proposed, as usual,» that all the mnisters, with their secretaries, in- cluding their la should be invited to that grand diplomatic fete, with the exception of the French ambassador. It appears that M. and Madame Poussin had previously both called on the President, the minister presenting his lady to the family of the President, and everything passed off lady-like. This was a preliminary step in se- cial diplomatic etiquette; but, for other reasons, it was proposed to give an invitation to M. Pouse sin without including Madame Poussin. A cone siderable debate took place in the cabinet on this point, and Mr, Clayton was of opinion that Mme. Poussin should not, and could not, be invited With the minister. The same rule was observed with regard to M. Marie and his lady. The rea- sons assigned for the exclusion of these ladies, were the position which, according to rumor, they had oceupied in Paris—the one had been a go- verness, and the other a grisette; but I forbear to mention anything else. On M. Poussin receiving his note of invitation for the Presidential dinner at the White House, without including Madame Pougsin, he felt very indignant, but did not seem to know what eourse totake. Mr. Clayton betbeee his temper better than M, Poussin, but both the American Seeretary and the French minister, in their diplomatic inter- course, deserve, to # certuin extent, the eriticam pronounced upon it by M. de Tocqueville, the Minister for Foreign Affairs in Pans.
