The changes which must follow the induction of Gen. Taylor into power, will affect the commercial position of Europe, as well as that of this country, and we trust those changes will besuch asto strengthen our domestic interests, iustead of aiding and extend ing the interests of Great Britain and other commer. cial nations of Europe. We allude to the changes which will probably be made in the tariff. We oppos- ed the passage of the tariff act of 1842 and of 1846 It was perfectly clear in our mind, that neither of those acts was calculated to advance our interests; and the result bas confirmed our first impressions, The high- ly pretective character of the act of 1342, was not suf- ficently discriminating in its provisions to give that support to certain interests which at that time re- quired it, and the great objection toit as a whole, was the high average rate of duty enforced, and the great change made, compared with the previous act It wa: neither more or less than an act for the especial benefit of manufacturers generally, without extending equal Denefits to all other classes, andas such was particu. larly odious. Its protective features were so great that the Eastern manufacturers almost monopolined our markets, and prices for their fabrics were regulat- ed by those for similar artioles of foreign origin, with. out apy regard to cost of production, Immense divi dends were earned and declared by these incorporated monopolists, and the most extravagant expenditures made for new mi.ls, new machinery, and the most reckless course pursued. Believing that the act, as it then existed, was permanently established, and know. ing that enormous profits were realized under it, little thought wasgiven tothe future. The election of a new party to power im 1844, after the tariff had been to yearsin eperation, gave a shock to the Eastern manoviacturers; but still hopes were high that there would be no change in the act of 1842, The continu- ed agitation of the subject by the new government, checked the speculative movements of the manufactur: ers, which tended very materially to lessen the effect of the change when it came. In August, 1846, after several months of debate in both houses of Congress, another tariff act passed, and in December of that year went into operation. We opposed the passage of that act as strenuously as we did that of 1842, not but that we were in favor of a great alteration in the provisions of the first, but be- cause we saw the many imperfections in the last, and particularly on account of the great revolution euch a change as contemplated would produce in many of our most important interests. Those sudden and im- portant changes in our financial and commercial sys- tems have ever been attended wits most disastrous ooneequences, and we have, in consequence of this, opposed them. No sooner do we become establiehed ‘under one system, and every interest becomes accus- tomec to it, than a change is made, and everything has to change with it. No one knows when it is ,sefe to commence any enterprise; no one can depend upon any permanency in any act of Congsess regulating . We are, therefore, opposed to all great alterations of our financis! or commercial systems, believing that any defeoc in them, bowever important, should be gradually, ratberthan suddenly, removed. The compromise act of 1832 provided for a gradual reduction in the high rate of duty levied un- der the act of 1528, and the changes brought about by thet act, in ten years, were not so great as those brought about by the act of 1846, in » period of less than four months, In any changes which we may hereafter propore in | the tariff act of 1846, the same objections to any imme- diate alteration im the rate of duty will not exist as could be advanced were ® reduction necessary. In the present pesition of our manufacturing interests generally, no harm would arise trom an immediate in orvase in the rate of duty in cases where it isactually neoerrary for the preservation of certain branches of industry. Itis pretty generally known throughout the length and breadth of this country, that we have in Great Britain immen: wealthy and powerful ri- vals in the manufacture of many artioles of universal consumption, and as rivals, of course competition rune bigh between them, Thelow rate of daty ruling under the tariff of 1846, has given our competitors a power which they never before enjoyed, and they have ured it so effectually that corresponding inte- reats in this country have reached the very verge of ruin, We do not wish to be understood as attribut- ing the existing condition of our manufacturing in- terests entirely to the disastrous influence of the ta nif, because such isfar trom our beliet but it has buen the principal cause, and having been a0, should be sufficiently modified to remove all the defects in that act.
