It is in ter jded by a high tariff to exclude from our morkets fo- seg goods, in order that home manufactures may enjoy hem without competition. This isdone by imposing up on the importer of foreign goods a tax called a duty. Now no goods of any description ever go from one country to avother ; but through the movement of individual mer- chants, who import and export all articles solely with a view to their own individual profit. Last year woollen goods of acertain description were worth $2,00 per yard in England, and were worth here $3,00 ; the duty was 20 per cent, or 40 cents per yard, tax charges 10 per cent, or 20 cents per yard. Consequently they could be im- ported and sold at the price here to the farmers, at $3,00 per yard, and leave the merchant a profit of 40cts. On the first of September the duty was raised to 40 per cent or 80 cents per yard. This absorbed the whole profit, and no more was imported. The custemary foreign sup ply thus being forced out of the market, the manufac- turers here now obtain better prices. This is the opera tion of protection. All the talk about home competition reducing prices, is too impudent a humbug to be replied to. The peopleof the United States are teo much given to reasoning for themselves to be made to believe that home competition is less hurtful to individual manufac- turers than foreign, and therefore that it is not their object to excite the former, as they falsely allege, by a high ta. riff. The object is only to keep the market to themselves ; yet while this is their opject they themselves help to de- feat it by advocating a National Bank. The money prices of goods consist in t'se relative supply of each. The consequence was, that all prices rose 100 per cent. As long as this large quan_ tity of money wes convertible into specie, it was as good, ond importers sent avy quantity of goods here, without the smallest regard to the tariff—sold them at the high prices—turned the proceeds into gold, and carried it home. The paper was of no use to them, and they could not buy produce to carry back, because prices here were so much higher than there thet they would lose by the operation. Under the swelling prices the imports rose from $70,000,000 in 1830 to $189,000,000 in 1 36. Ii the tariff had been raised to 80 per cent in 1836, the imports would stili have continued, because the abundance of tre ‘currency had raised prices 100 per cent, leaving still a margin of 20 per cent to foreign shippers. At the same time the rise of raw material and labor here destroyed the ability of the manufacturers to compete at all with foreigners. Hence it is that in 1842, under a low tariff, low prices and a specie currency, they recovered their ability to export manufactures. It is a singular ‘anomaly that those people contend for such contradictory end suicidal measures. But it arises from the fact that they are the dupes of politicians. Since the formation of this goveroment, the country has heen divided into two parties. The one leaning towards a magnificent central government, the splendor of which should, in some degree, ape the glare of Europeen courts. ‘This policy involves a national debt, enormous revenue: high taxes, and corresponding extravagance. The other party clung to republican simplicity, freedom from debts und unrestricted trade, and taxes as low as the most rigid economy in the expenditures of government would per- mit. Now for the government of the United States, in time of pence, there are but two sources of revenue :—the public lands and the customs. Direct taxation in time of peace is out of the question ; no man would have the har- dinood to propose it. Now, with a sound and steady cur. wency, the amount to be extracted from the customs is governed by the laws of trade entirely. Duties beyond acertain point cannot be imposed without stopping the import and destroying the revenue. With a fluctuating currency, the rate of duty is of no consequence, beca prices will rise in proportion. The only «ffect is to puta larg» revenue into the treasury. In the year 1842, with atariffof an average of 20 per cent on the whole imports they reached short of $100,000,000, and the customs reve: nue was $13,990,000—the currency being very nesra spe. cie basis, In 1836, with a tariff averaging 15 per cent on the whole imports, the customs were $24,000,000—the pe- per currency being very full. Now if the present tariff which averaged on the imports of the 4th quarter of 1842, 84 per cent of the, whole imports, had been in operation, in connection with the National Bank scheme, which w: aefeated at the extra session, the imports would have ‘been as large as in the year 1929, or say $160,000,000 ; 34 per cent of that would have given a revenue of $51,000,000, and the party in power would have been well supplied with mears, This explains the secret of the amalgamation of the antagonist principles of “ Protection” and a“ National Bank.” A combination of the two extracts from the peo. ple an enormous amount of money, while it floods the country with goods. A National Bank is opposed by others because it is essentially a “ foreign agent.” It is the means by which home industry is destroyed and the means of the people extracted for the benefit of foreign manufacturers, A stendy specie currency, onthe other hand, with a teriff adjusted so as to yield the highest reve, nue, would permit imports to the extent of the sales of American produce and no more, and will yield a revenue of about $18,000,000, which is about sufficient for the sup port of government, and must be procured from that source or by direct taxation. Pricesremain pean advices, and small sales tations, The most interesting reports of this le come from the south, at this crisis. ‘he Savannah mublican, of the 19th instant, says the accounts trom ‘ke gro wing crop are still of on unfavorable character. We have con* versed with a gentleman who has just returned from an extensive tour through the Cotton growing counties of this State, and his opinion is, that the recent extraor: nary wet weather has had avery injurious effect, and in no Case, unless favored with a very late season, will the yield be over an average one. The plant has run very much to weed, andthe heavy rains have beaten off the forms to a very considerable extent. The Sea Island crop through the middle and low lands has also been seriously injured. As the same cry of ‘ too much wet” still continues from the planters of Alabama and the South west, the fruitfulness of the plant is. no doubt, materially lessened through the entire Cotton re. gion. Atthis time last season we had received seme ten bales of new Cotton. ‘This year, we have but just began to hear of an opening boll here and there, and can hardly expect arrivals before the beginning of next month, the season being at least three weeks later than the last. Ol Trade and the Whale Fishery. Such is not, however, thetuct. More ships are in commission this year than ever belore, but the vessels ¢flost have been as successful comparative: ly as informer years. The additional number engag eu will swell the imports up by the first of January, 1844, to an amount larger than any previous year. Many of th are daily looked for, and the reports of those ab- sent exhibit a very favorable cendition of the trade. Sverm oil dow ot bring in this market so high prices as it used toin previous years; but whale oil and whele- bone are at present in active demand, at as fair prices as we have quoted for some years past. ‘The enterprise 6nd success of this let as carried on in American ships totally disables any other nation from competing with them. It hus destroy ed the British Southern ale Fishery, without atlording time tor the withdrawal of capital from the trade; although it con- ceded the justice of granting that time by posiponing the alteration for one year, but with a fuil knowledge that the average duration of the voyages of ships engaged in the whale fishery exceeded three years. This limited and insufficient concession is lors 'y inconsistent. The rinciple was admitted, while in application it was vio- lated.
