deavored to be proved, that the people of those States can never pay their debts. This position being taken up, “a remedy” is proposed. And what isthe remedy so gravely put forth? Why, thet the States should “club their insolvencies,” aad double in the ni ofthe union the out- itanding amount ofdebt. Thisit is alleged, will enable them te pay! If it was proposed to a number of bankrupt individuals to form a company,and put all their liabilities together, and then double the face of them in order to be able to pay the whole, the proposer would be set down as mad. Yet this‘ remedy” is gravely urged as the panacea for Stete insolvency. The scheme isto issue a United States stock of three per cent interest, of an amount suf- ficient to give each indebted State a share equal to its present indebtedness. It is supposed that the State credi- tors will take this three per cent stock instead of the six per cent stock that they now hold, and that the interest willthen be paid out of the pablic lands. The State of Mlinois is used to illustrate the scheme. The improvement debt was for railroads andother matters. The canal debt the State proposes to cancel by giving the property to bond holders, and let them {ulfil the object for which they first lent the money, and pay themselves in full. That done, the State will be possessed of one of the most* important works in the country, completing the circuit of water communication round the U.States. The population and means of the State will be immensely advanced, and the will and ability of the people to pay a small tax for the discharge of the remaining $6,932,471 of debt restored. The expenditure of the $1,600,000 to complete the canal in the State, will infinitely advance the ability of paying the improvement debt. It cannot be conceived on what ground so judi- dicious a plan for all parties can be opposed. But what is the “remedy” proposed. It is to let the canal go to ruin, to let the money spent run to waste. The people of the Stateare never to have one dollar of benefit from it ; but the creditors areto be paid- How? Why, they are to wait until the United States issues $200,000,000 of three per cent stock based upon the public lands. The portion of this steck which Illinois would receive is $6,663,876, bearing an annual interest of $196,914. This she would Bive the holders of $11,171,000 stock, bearing $670,460 in. terest annually. They would thus lose $474,000 per annum, andthe State}would lose the whele debt—because all the money spent would be thrown away. Her incomplete works would soon be destroyed, and the only remnant of the splendid improvement schemes of 1886, would be « direct tax levied upon the citizens by the United States to pay the interest on the three per cent stock. The pretence is, that the public land revenues would pay the interest of the United States stock. This is a mere pretence,made with a full knowledge of its falsity. The interest on 8 3 per cent stock of $200,000,000 would be $6,000,000 perannum. The land revenues for the last three years were $5,532,367 or $1,844,129 per annum. As. suming that the future income will be $2,600,000 per an- num, which is the estimate of the Secretary, it will stand thus:— Interest per annum on stock, 6,000,000 Revenue from public lands, 2,000,000 To beraised by direct taxation, $4,000,000 That this deficit must be raised by direct taxes, requires no proof, because the customs duties were never yet equal tothe ordinary expenditure, and during the last two years there has been a deficit of $20,000,000 in the means of the Federal Government. Now the sole motive for swindling the States out oftheir public works, and their creditors out of 60 per cent eftheir due, is to deprive the empty Federal Treasury of the paltry preceeds of the public lands. These lands which are the property of all the States, and were ceded for national purposes, and form the only bond of unity among the States. In the Federal Treasury they make a little deposite in which all the States are interested; it is that which each centri- butes to the support of that glorious Union in which all are bound up. They forma military resource of national defence. They give alittle assistance to the support of government ia peace, and they are a base for operations in war. They supply the place of astanding army. Pa- per money issued on them in time of war would give am- ple means to the government, and form the most available mode of taxation. The enemies of their country seek to sever thiscommon bond—to break up the common inter. est in the Federal Treasary, and give each State its pal- try share—like an omineus division of capital before dissolution of partnership. But this is not ali. The Federal Government is sought tobe brought into odium by compelling it to impose direct taxes—war taxes in time of peace. Hear the Wail street Courier of Saturday:— It cannot be denied that the burden oftaxation—direct taxation—is of all others the most oppressive. A people may submit to every a else, yet kindle into resistance when taxation becomesa burden. The revolution which cost Charles Stuart his throne and his life, found much of its impulse in the resistance to taxation When Spain lost her finest European pe sessions, the people were roused to that contest whic madethem free, by the intolerable burden of an trary taxation. It is a measure al- ways odious, Smid it reaches to the hearth of every family, and retrenches the{comfort of every poor man’s home. This odious movement is to be forced upon the Federal Government, For what? To defend the country against a common enemy? to maintain the national honor? to pre- serve the efficiency of the government? None of these— it is to create dissevsion—it is to send the tax.gatherer into frugal New England to pay the debts of spendthrift Mississippi—it is to take the proceeds of land sold in Illi- nois to pay debts in Maryland. In short, it is to weaken the Union in ail points at home and abroad, to sour the foreign creditor by cheating him out of 60 per cent of his claim, to create discontent in the citizen by throwing away the proceeds of the money they have borrewed, and while smarting under this disappointment, the tax. gatherer of the Federal Government comes for money to pay debts uselessly contracted. These are the objects which speculators an¢ bankrupts are endeavoring to at- tain. The bulk of the sales have been in Dixon and Chicago. The value of the land sold in Il- linois was $450,000, nearly one half of the gross amount of sales. The land of Illinois comes under taxation five years after its purchase, and the taxable acres are as fol- lows:s— lores. Yet the State lands and bonds held by speculeters in all the States sell faster than those of the Federal Government, preventing the latter from increa- sing inamount. As affairs are now progressing, each State making efforts to free itself from debt, the country filling with money, and agricultural produce rising in value, the time will soon arrive when all the debts wil; be paid. The matter will regulate itself inthe ‘man. ner as did the exchanges of the country without a Na- tional Bank. While the politicians were disputing about a bank the laws of tradesettled the matter. While des- perados are endeavoring to cancel old debts by creating larger ones, the people will “remedy” the matter them- selves. Since the first “plander bill” or distribution of the public lands speculators and politicians have looked upon the Federal Treasury much in the light of a wreck upon Barnegat shoale. Instead of assembling at the national councils for national purposes, and conduct the affairs of the Government for the best interest of the whole Union, they fall to quavrelling like monkeys over a basket o/ apples, Each ons talks of the “claims ef his State upon the Federal Tr nsury” as if the Federal Government were some nondescript draft from the moon, and congressmen were assembled only to divide the plunder. If anything j® obtained trom the Federal Government, whence does i{ proceed? Is it not pro ra/a from the pockets of the constitu entsof each member? The Federal Government is defi cient $10,000,000 per annum in revenue. Ifita revenue is further reduced by the proceeds of the public lands, who ~ is to pay the deficit? are the people of France, or of China to pay? Thegovernment must either cease to exist and the Union be dissolved, or the constituents of the politi. cians who have robbed the Treasury must refund the money, with the expense of its abstraetion superadded State of Trade. The state of business during the past week has, no doubt, been very satisfactory to a great many, who have taken advantage of the slight improvement in several e! the leading articles, and made a clean sweep of their stocks. Since the commencement of the week flour has declined, and speculators have taken their leave of the article until another fever gets hold of dealers. The condition of the Cotton market is far from encouraging. Thecircumstance of the plant blossoming so late in the Season, already occupies the minds of operators, and they nurture the hope that the approaching picking will fall short of the average yield. The demand for provisions is another subject of complaint. The quantity of Pork in the interior, to come forward to a dull and declining market, is sufficiently large to create some uneasiness in the minds of the owners. Most of the other leading staple articles continue in fair demand, and at remunerating prices. The abundance of money, and the trifling speculation that exists, are strong evidences of the determination of our merchants to conduct their business upon the only sure and safe basis, which is, low and steady prices, regulated by a healthy and steady demand for actual ard immediate consump- tion, This is the most quiet period in the season for all classes of merchants, but a week or two will show alittle more activity, which will gradually increase, until it reaches the full height of the falljtrade. Cotton—Although a little more activity is visible, prices remain down to the lowest quotations, given since the arrival of the Hibernia.
