Heise Tells ol Ghim Tor- ture Method Used New York, Juns 24 (P—Admis- sion of a “third degree” session at prohibition headquarters in which a witness was bound, beaten, kick- ed and cursed for six hours was entered in federal court records.to- day. The charges were made by Albert Briggs. an East Indian with whom he is on trial on charges of bribery and violating the Vol- stead act. The charges were ad-| mitted by Major August Heise, as- sistant prohibition . administrator for this district. Major Heise said the *“third degree” methods were | used to obtain a confession _that would implicate the officers. The grilling took place Decem- ber 13, last, Briggs testified yester- | day. Major Heise, said Briggs, had told him if he wéuld ‘“come through' with information against the suspected agents there would be mo prosecution started against, him. He replied he knew nothing against them. “Then,” Briggs continued, *“the; major celled me a damned liar. There were others in the room.; and I was tied hand and foot in a chair. Then they tied a towel about | my head and put a rope around| the ‘towel. Major Heise kicked mej in the stomach and someone h|!1 me on the head with a stick.” The witness asserted that while he was under griling a man named | Benny Richmond in another room | was “kick2d, hit, thrown against .1‘ window and cut” when he lcfu.s(ml to give information. i Major Heise called as a govern- ment witness, said he had ordered | his men to tie: Briggs' arms and | legs and then tie a towel tightly | around his head. He described the towel feajure as a “Chinese method | of punishment,” and said he had | warned Briggs that if he did not tell | the truth he would twist.it. i He said, however, he had caution- | ed his men that neither the towel nor the rope should be tied so tight ly that they would stop circulation. Major Heise admitted that Rich- mond had been pushed through a window pane in a “frame up” fight with an agent named McDonald to scare Briggs into confessing. The “fight” the witness added, was stag- ed because Richmond sought a pre. tense for “squealing.” Richmond was | not injured Mafor Heise asserted.
