RECITES HISTORY OF ‘DRYS" WORK W. C. 1. U. Leader Says Barley- corn Is Still Very Much Alive That the report of John Barley- corn’s death was greatly exaggerated, was the theme of a report presented by Mrs. Henry O. Brodock unty president of the W. C. T. U., at a gathering of “dry” workers in Rome, Conn., recently. Mrs. Brodock also presented” the following history of prohibition work: January 16, 1919, the federal amendment providing for nation- wide prohibition went into effect, and quite a lot of people dismissed the whole drink proposition from their minds and thought it was disposed of forever. But John Barleycorn keeps rising up in his coffin and making signs to show that the reports of h death were exaggerated. The re- sponsibilities have, some of them, been promoted, other by their thought of and prayers forsthe work and workers are still helping to “C on.”” Yes, indeed, we may well with our national president, Miss Gor- don, “The cause is wonderful.” While, in a meagure, I share the admiration for Miss Gordon, I have long since come to feel and believe that the high ideals and the principles for which our organization stands, is greater than any individual. It was 278 years ago that the pro- hibitionists launched their first drive on John in this country when Mary- land in 1642 passed an act punishing drunkenness by a fine of one hundred pounds of tobacco. In 1644 Pennsyl- vania legalized the selling of liquor to both whites and Indians. Connec- ticut and Rhode Island found it neces- sary to p-ohibit selling it to the In- dians, and other colonies later took similar action. In 1650 Connecticut forbade ‘“tip- pling for more than half an hour at a time.” In 1654 Massachusetts fined tavern keepers twenty shillings who sold liquor to a.man who was already drunk. Maryland in 1658 decreed that any man found drunk should be put in the stocks for six hours. Vir- ginia deciced that a “common drunk- ard” was a person who had been drunk three times. That state had to legislate against the clergy, who were specifically forbidden by law to “give themselves to excess to drink- ing or playing unlawful games.” New Jersey orflered in 1668 that no one should drink after 9 p. m. In 1685 the Quakers of Pennsylvania and neighboring states declared solemnly against irtemperance, and in 1760 day night or Sunday. Georgia in 1757 prohibited giving a liquor-selling license to any one who was “capable of gaining a livelihood by honest la- bor.” It was in 1789 that the first temperance society was started in this country t Litchfield, Conn. In 1794 *whiskey rebellion” broke out in Pennsylvania against the taxation of liquors. In 1802 congress began to pass general legislation on the sub ject of liquor and made provision for stopping the selling of it to the In- dians. The first national temperance convention was held at Philadelphia in_ 1833. The movement gai ground till Neal Dow, known father of prohibition,” organ Maine Teraperance Union in Two years later Connecticut invented “local option,” to allow each com- munity to decide the liquor question for itself. In 184 Lincoln, addressing a tem- perance society at Springfield, IIL, urged a temperance revolution. The next year Oregon passed a prohibi- tory law, but soon repealed it. first went dry in 1846. In 1849 a her Mathew, a pricst from Ireland, ame to this country and began a great plecd S| ing crusade. In some place: riots resulted over the whiskey issue, and in 1855 the militia had to be called out in Chicago. Lin- coln when elected president in 1860 refused to give drinks to the notifica- tion committee and also refused to accept a gift of liquor. Next year he signed a law forbidding the sale of intoxicants to soldiers, and in 1862 congress repealed the law which al- lowed a daily ration of liquor to men in the navy. In 1843 John B. Cough, the famous temperance orator, had begun a campaign against drink: In 1871 Francis Murphy helped to or- ganize the Catholic Total Abstinence Union, and he delivered sermons all over the country. In 1874 the W. C. T. U- was formed and the women of the country began to take a decisive step in the work. Steadily more and more territory was won to prohibi- tion. Sometimes it was only a town that was declared dry, then a county, then a state; and finally the whole na- tion. - WORKS AT 106 YEARS. Ottawa Resident Spends His Birthday Just As Usual.
