Washington, Oct. 21.—If China as a nation is not to disappear from the face of the earth, some form of inter- national control must be placed over her essential affairs—particularly her financea This, in a blunt sentence, sums up my most outstanding impression after months of research in the Oriental re- public; and. in its nakedness, it states one of the most terrifying political situations called to public attention ‘within a generation. It is terrifying because it suggests & state of affairs out of which might easily spring events which would lead to the destruction of the remaining vestige of civilization left after the last war. Unless the Pacific conference which ‘beging Nov. 11, can discover a way cult and dangerous though it mdy be. Like Orphan Alice. By international control I do not mean the ‘“internationalization of China.” To the contrary. It is to the everlasting interest of all concerned that the sovereignty of China should be restored and then respected. Today China’s so-called ‘‘sovereign- ty’’ is a mockery. She is just about as “sovereign’ as little Alice, home- less match-girl of the city streets, naively wondering where, her next meal is coming from, uncertain of the future, at the mercy of an unscru- pulous world, a danger to herself and to sociey. China needs a guardian and, like Orphan Alice, is bound to fine one. Either a stronger influence will pick her up and make her its plaything, or some disinterested group must guide her fooisteps until she is in a position to take care of herself. Looting the Country. Among China’s 400,000,000 pecple, iwo smail groups will be found to op- pose any form of control over any of the country’s affairs. The first group is the grafters; the second, a section of the educated classes. The masses — about 390,000,000 strong-—if uninfluenced by either of the two groups, would welcome any- thing_which would better their pres- ent beast-of-burden lot. There is scarcely a province in to unite the powers on a plan for the rescue of China—perhaps against the ‘desire of many, if not most, of her (politicians—only by a miracle dis- aster ba averted. And the unification of the powers on the China question will not be easy. All the great powers do not want a strong, progressive China. Some of them see thelr great opportunty in her utter helplessness. China herseif will add to the diffi- ‘culty. Probably the majority of her Politiclans oppose foreign supervision over any of her affairs; some of them ‘because of a highdy sensitive national pride, the rest because they know the time such supervision begins, the day ends when they can plunder the coun- try to feather their own nests. ! He confessed he had to pay “squeeze’” to the head porter at the door and to the hall-boys on my floor. If he did not come through, he safd, he could never enter that hotel again. He waa not lying, either. No grocer or butcher can long do business with a household unless every, sefvant in that household is given his bit of graft, or “squeeze.” Try, it you dare, to buck the game! Graft, in high places and low, rides China like a Little Old Man of the Sea. Educated Chinese recognize this, but, unaided, it would take them a hundred years to rid China of it. A Matter of Face. The ublic is in no wise respon- sible fof this. Graft was handed down to the republic from the dragon throne. So grafters will oppose any move to restore order in China. They will fight any move to place effective eomJ trol over the collection or distribution of public money. A The other group "of Chinese 'who resent “foreign interference,” do so from purely patriotic motives. It bhurts their pride as Chinese. . They think Ckina ‘“loses face’ every time a foreigner is employed to set things to rights, and preservation of ‘“face” in China, not self-preservation, is the first law. Facing Extinction. Many return sudents sincerely be- lieve mearly all China’s {lls come through “foreign interference.'’ This is undoubtedly partly true, but today, whoever is to blame, foreign- ers, Chinese or' both, the country is facing extinction. China must have help from the out- side or go under. China is now but an agglomeration of autonomous -provinces virtually bankrupt, unable to pay her soldiers, sallors, officials or schol teachers. Alternative. rabble armies must be disbanded; her gratfting tuchuns, and other “squeeze’” artists, eradicated; her tax and customs collections re- formed and the vitals of her adminis- tration renovated, all under compe- tent supervision, before that can be. The powers—including China — at Washington must find a way to help China, out of the hole. The big Pacific powers must evolve a general constructive China policy and agree to watch each other to see that this policy is lived up to, both in letter and in spirit. China, on her part, must not allow false pride stand ia thé way of taking hold of the outstretched hznd. If these things can not be done, then there will be no limitation. of armaments and war will step in and finish the job. YANGTSZE VALLEY WAR CRY STILL ON Peking Government Troops With- draw From Fields L] —_— z Peking, Oct. 21.—The inter-provin- cial “¥r’ in the Yangtsze valley con- tinues nctwithstanding the withdrawal by the Peking governent of Wang Chan-yuen, the udpopular high in- specting commissioner of Hupeh and Hunan. The war cry of the south- erneres when they invaded Hupeh was that Wang must go. Now it is auton- omy for Hupeh. s ‘Whatever the real motive back o the invasion, it is being effectively opposed by General Wu Pei-fu with his Chihli and Shantung troops. Sev- eral severe battles have been fought with several thousand casualties all told, and the northerners are reported to have occupied Yo Chow, in Hunan, and to have control of the Yangtsze. The southerners have retired on Changsha without attempting to de- tend Yo CHbw. Both sides appear to be seriously hampered by lack of funds. Wu Pel- fu, immediately after his appointment as high commissioner, succeeding ‘Wang Chan-yuen and being charged with the defense of Hupeh, confiscat- ed the revenues fro the Pekin-Han- kow railway in the district where he was operating and tried to raise a loan from chambers of commerce and guilds.
