New York, March —Following a clue obtained yesterday in the arrest here of twa men police and federal officers today sought to establish the identity of bandits who on Fehruary 16 robbed a Toledo, Ohio, post office of six sacks of mall containing Lib- erty bonds and negotiable securities valued at about $1,000,000, Frank Miller, salesman and Joseph Fisher, 1©th residents of greater New York were taken in custody follow- ing an alleged attempt by the former to sell two $1,000 Liberty bonds iden- tified from thefr numbers as part of the Toledo loot. Fisher, it is said had disposed of a bond in the same brokeraga housc the previous day. Eight other bonds, identified as some of those taken in Toledo have been found here, police said. The funds may be expended for food, wearing apparel, medical or surgical aid, care or relief, or in bear- ing the funeral expenses of soldiers, sallors and marines as above indicat- ed, or to their widows or dependent children under sixteen years of age who may be in need of same, provid- ing these payments are made in ac- cordance with certain by-laws pro- viding that this aid shall not go to persons receiving aid under the pro- visions of Chapter 2 of the Public Acts of 1919, entitled “An Act pro- viding aid for certain soldiers, sailors marines and their dependents.” How to Ges It In order that the purposes of the ot may be carried out, a committee was created by the state executive committee which directs that each post form a state fund committee whose duties it shall be to investigate, report and recommend in relation to cases coming under this act. These reports of the circumstances under which aid is needed must be full and accurate and state whether other aid is being or has been received, and what Reports must be signed by the chairman or vice-chairman of the committee and approved by the com- mander of the post and receipts ob- tained from those to whom money or articles are given. We do not wish to duplicate aid or and | to carelessly give it, or by unduly pro- longing its extension to create a hab- it of dependence. In some cases mor- al help to get back on one’s feet—to stimulate ambition—is more needed that money.
