Outlining a new program to go into effect from Jan. 1 to March 17, Assistant Commissioner of In- ternal Revenue Justin Winkle told field officers in a letter made pub- lie today that taxpayers must find a “new and improved service” this time. Those Faraway Places Need Men In Trade By WALTER BREEDE JR. (For SAM DAWSON) NEW YORK —American indus- try is looking for young men willing to work in far-off places—Brazil, Iraq, West Africa, the Philippines and other strange and distant lands. Jobs in foreign trade are going begging, industry sources say. An indication of this was seen at the recently concluded national foreign trade convention here—a meeting of top manufacturers, fi- nanciers, exporters and importers whose farflung trade interests span the world. Two hundred college students attended the three-day convention as guests of the sponsoring or- ganization, the National Foreign Trade Council. This was the bis- gest student delegation ever in- vited to the annual event. Here’s a sample of the advice they got: An old hand at foreign trade, Vice President W. R. Stebbins of W. R. Grace & Co., told the stu- dents: “We've found that men who have been in business for themselves or men who have acquired some ex- perience in the business world make our best traders. The kind of business they’ve been in isn’t im- portant. The man who has col- lected and sold waste paper and made a little money out of it may have an easier job of marketing his talents to us.” Basically, Stebbins said, success in foreign trade is ‘‘still founded on the age-old copy book rules of business, which do not vary in substance with either place or time.” He emphasized that the college- trained job hunter must be willing to start at the bottom. “The men in our personnel de- partment have told us that far too many young men with good and thorough academic training approach us with the idea that they are prepared to assum ade- ministrative positions in our for- eign trade setup. “This is unfortunate because we don’t consider them ready.
