The accusation has been made that police shelter these individuals for political reasons. First, let me say that in so far as 1 can determine, there are no facts to support this latter accusa- tion. The police force suffers e- nough for its obvious faults. Let's not be guilty of blaming them over which they have no control. Secondly, any discussion of men- tally deficient people is especially difficult and dangerous for a lay- man. I honestly don’t feel that I’m qualified to discuss the subject. By the same token, I'm very much in favor of such people being encouraged to make public contacts with the outside world.
