Russell asked, “do you think they have any hard and fast plans in that direc- tion but are awaiting events that might make one‘or the other area} more propitious?” To that, MacArthur answer- ed: “I would say it would be highly speculative to attempt to guess—-that it would be quite ridiculous. I believe that the Soviet high command, from the military standpoint. represents a high degree of efficiency. I do not believe they would put themselves into any straight- jacket of inelasticity. any pro- gram of ‘A, B.C. or June, July. er ‘August which would de- termine it.” One of the senators who was present, Nebraska Republican Hugh Butler, quoted MacArthur as saying that Russian troops in Siberia are for defensive pur- | poses only. And Butler also said that. MacArthur treme doubt that the Russians could move reinforcements to Siberia if they wished to. But these statements did not appear in the transcript as released. Senator Russell asked MacAr- thur if he had ever submitted any estimate of the number of troops required to achieve the U.N. mis- sion in Korea. And MacArthur declared: “I have constantly asked for more troops than I was able to obtain, senator—from the beginning of hostilities.” The committee hearing took a luncheon recess at 12:50 p.m., E.D.T. and except for that fact, the senate would probably not have been able to meet today. The committee tocar was open to all senators. And when the ‘time came for the senate to con- vene, there were not enough members present to conduct busi- ness. However, others arrived after the hearing recessed. Senator Robert Kerr of Okla- | homa told.-the Senate. he ‘won- i dered’ wh¢they.
