. For Enemy Flyers to Launch Attacks Steps to Cut Menace Suggested by Engineer In Book Just Published By the Associated Press. “North America can be attacked tomorrow. Canada can be smashed | into helplessness at one blow. The | United States could hardly be quickly vanquished, but her boasted security is nothing but empty confi- dence that could be exploded with terrifying consequences and this may happen with the next rising of the sun.” *This Jeremiad is preached by H. Dyson Carter, a Winnipeg consult- ing engineer and author, in “Sea of Destiny,” just published. The sea he speaks of is Hudson Bay, which he calls America’s back door, wide open ‘and inviting any enemy. Mr. Carter’s book is based upon personal observation and study, but | he says experts have agreed on| many of his conclusions. Defended By i “Hudson Bay,” he I and the coast our admirals forgot | on paper. Hudson Bay is the per- fect attack base from which raiders | can paralyze the nerve centers of | all Eastern and Mid-Continental | America. “East, West and South, we. are | secure, provided our one-ocean Navy is not divided by a double attack. | But the northern sea, with a coast- line that is as long as Atlantic or Pacific shores, is defended by an ice- breaker and a policeman’s revolver.” Mr. Carter says hostile craft, loaded with knocked-down airplanes, could enter Hudson Strait “with no opposition whatever,” close the strait and establish bases for assembly of the planes. At what home base would the en- emy outfit such an expedition in time of war? By what route would the ships reach Hudson Strait, evad- ing the allied patrol in the ocean | approaches? “Such questions,” contends Mr, | Carter, “are those of a naive naval college cadet, of one unacquainted re) 0 | S BOMBING TIME BASED ON 250 MPH -~ Modern bombers based on Hudson Bay could range over this area. Agents Furnish Important Evidence By the Asrociated Press. MUSKOGEE, Okla, May 3.— Photographs taken secretly by Fed- eral agents furnished important evidence leading to indictment of 169 persons on charges of conspiring to transport liquor into dry Okla- homa, a United States district at- torney said today. District Attorney C. A. Summers said.the agents first took pictures of trucks and speedy coupes being loaded with “lugs” (packages) of liquor in neighboring wet States, then followed through with photo- graphs of the same vehicles on trips into Oklahoma. Names Withheld. Names of those indicted yester- day were withheld pending their arrest. Most were said to be pro- fessional liquor runners and deal- ers and Mr. Summers declined to verify a report that one was an Oklahoma millionaire who began rum running “for fun.” The dis- trict attorney said that, so far as he knew, the mass indictment was the largest ever returned for con- spiracy to violate Federal liquor laws in Oklahoma. Federal alcohol tax unit enforce- ment officers began taking a hand gainst wholesale bootleggers a year ago as a direct result of legislation sponsored by Gov. Phillips. Okla- homa now has a permit system for introduction of alcohol for scientific and mechanical purposes and for sacramental wine. ‘The law was & prerequisite for Federal aid in damming the flow of illegal bev- erages into this State, dry since its constitution was framed in 1907, Bootleggers Still Active. Despite the concerted Federal- State drive, whisky and gin still can be purchased in Oklahoma City, Tulsa and several other cities of the State without much difficulty. Boot- leggers pass around telephone num- bers and deliver their wares at a markup of 50 per cent or more. An initiative petition to repeal THE EVENING STAR, WASHINGTON, ‘D. C, FRIDAY, MAY 3, 1940. How is it possible for Hitler's undersea fleet to repeat that history now? “Two elementary truths are suffi- elent: The oceans of the world are very large; international Fascism has powerful friends in the most unexpected places.” Mr. Carter’s book was written be- fore Germany invaded Denmark and Norway. It is made more thought- rovoking by the fact that Green- and, a Danish colony, is within easy striking distance of North America. President Roosevelt, Mr. Carter points out. promised to defend Can- | ada with all of the resources at his | command, should the Dominion ever | be threatened. | “But the truth is that the United | Btates could no more rush to the defense of Canada than to the de- fense of her own Pacific Coast, if that coast had no fleet, no planes ! end not a single shore battery.” | Carter’s Conclusions. | As to steps that should be taken to lessen the menace of America’s fourth coastline, Mr. Carter sug- | gests: | 1. Seal Hudson Strait with mines during the winter months. | 2. Erect coastal fortifications at two or three strategic points facing the entrance channels. 3. Assign a squadron of suitably armed ships to permanent patrol and anti-submarine duty in the| approaches to Hudson Strait. | 4. Establish extensive air patrols | throughout the coastal and inland | regions. | 5. Set up a chain of air bases‘ south of the uninhabited northland and fringing the settled regions of | Canada, where large fleets of the fastest attack ships can be held in | readiness for alarm from the north- ern patrols.
