The three-day meeting will be held with the co-operation ot the Women's National Democratic Club, and the opening session, to be held at 9:30 o'clock in Riverside Stadium, will feature an address by James A. Farley, chairman of the Democratic | National Committee. Other cabinet members scheduled to speak before the institute in- clude Secretary of War Woodring, Secretary of the Navy Edison, Sec- retary of the Interior Ickes, Secre- tary of the Treasury Morgenthau, Attoney General Jackson, Secretary of Agriculture Wallace and Sec- retary of Labor Perkins. Defense to Be Discussed. “Our Foreign Policy and National Defense” will be discussed Thursday night by Secretaries Woodring and Edison, and Breckinridge Long of the State Department. Secretary Ickes’ talk on conserva- tion and an address by Secretary Morgenthau on the budget and the national debt question will be the high lights of the Friday morning program. Others scheduled to speak at that time include Arthur J. Alt- meyer, chairman of the Social Se- curity Board; Mrs. Ellen S. Wood- ward, member of the board; Nathan Straus, administrator of the United States Housing Authority; Miss Josephine Roche, chairman of the Interdepartmental Committee to Co-ordinate Health and Welfare Ac- tivities; Dr. Warren F. Draper, as- sistant to the Surgeon General, and Mrs. Florence S. Kerr, assistant commissioner of the Works Progress Administration. Mr. Jackson will be the principal speaker at a forum on “Business | and Government Can Co-operate” Friday night. Wallace to Speak. On Saturday morning Secretary | Wallace will discuss the farm pro- | gram under the Roosevelt adminis- istration, and round table discus- sions will follow on various farm problems. The Saturday afternoon meeting will feature addresses by Secretary Perkins and Aubrey Williams, ad- ministrator of the National Youth Administration. Of the 231 suits for civil injunc- tion, 208 were granted, 3 were denied and 20 gre still pending, Col. Flem- ing revealed. In criminal proceed- 50 employers have pleaded guilty to vlohuons of the act. Fines in the amount of $266,862 have been imposed on these employers. Liti~ gation of the past six months has resulted in the restitution of more than $500,000 to employes. “It appears that the time has now come when we can take stock of the points determined in contested Nti- gation,” Administrator Fleming said. “In almost every case the language of the act, as construed for enforce- against | ment by the Wage and Hour Di- vision, has been sustained by tne courts. Some of these decisions are significant. Every Federal court before which the constitutionality of the act has been challenged has sus- tained it as a valid regulation of interstate commerce by.Congress.” “The most important decision rendered since the act was enacted was the decision of the United States Circuit Court of Appeals for the fifth circuit (New Orleans) in the case of the Opp Cotton Mills, et al, who sought to enjein the application of the 32l5-cent minimum wage order for the textile industry.
