NEW YORK, April 22.—Gains of 1 to more than 2 points in bonds of Belgium stood out in sharp con- trast to further wide losses in other foreign dollar obligations in today's market. The domestic list was quiet with most changes confined to frac- tions either way. Going into the final hour Belgian 6s, 7s and 6'2s were holding up well despite some profit taking on the continuation of rise in these )ssuesl begun a week ago. Severest pressure against other overseas issues centered on the Italian group, where losses running to around 2 points were scored des- pite a slightly less gloomy view of Italy’s chances of entering the war | as a German ally. Chopped down among the Ital- fans were Rome 6:s, Italian Public Utility 7s, Milan 6'¢s and Italy Ts. Price trends in the domestic corporate group were muddy. Utllity, communication and a spattering of low-priced rails were bid up fractionally, but most indus- trials tended downward. The gainers included - Great Northern 3%s, International ‘Tele- | phone 5s, Postal Telegraph 5s, | Nickel Plate 4!.s, Chesapeake & Ohip 3'»s and Commonwealth Edi- son convertible 31:s. Towers, governor of the Bank of Canada, told Canadians today their “sacrifices are still to come” and they must spend their money for war equipment rather than for private purposes. Increased incomes from war ac- tivity, he said in an address prepared for delivery before the Montreal Canadian Club, “must be returned to the state in the form of taxation or subscription to war loans.” Canada, he added, must provide exchange to enable the mother coun- try to buy supplies from Canada and must save enough to repurchase Canadian securities held in the United Kingdom. This, he said, should be the reply to the taunt of totalitarian states that democracies “can’t take it—in other words pull in their belts.” Points to War Needs. “The people in this country are going to have to think twice before they make expenditures that are not essential,” he continued. “They are going to have to ask themselves, ‘Can I do without this article or this service—this cruise or this imported luxury?’” The real cost of the war, he held, must be met out of current produc- tion. “There are no countries from whom we can borrow,” he observed. “We have to stand on our own feet.” In a review of foreign exchange control, he said: “We have met all our obligations.
