NEW YORK, Oct. 29.—Retail dis- tribution provided the brightest spot in trade movements this week, Dun & Bradstreet said today in the weekly review of business. “While gains lacked uniformity,” the agency said, “improvement was less scattered and more items fell within the line of demand. “Reorders to balance fall inventories sustained wholesale volume, with holi- day commitments encouraged by pros- pects of larger payments to Christmas club depositors than a year ago. “Industrial progress was sldnwi.se. the rise in automobile and seasonal goods operations failing to counter- balance the dip in steel, metal prod- ucts and some of the textile divisions.” The agency estimated retail sales for the country as a whole at from 2 to 5 per cent ahead of the previous week and from 5 to 15 per cent better than the comparable week in 1936. Part of the enlarged turnover was attributed to promotions which featured price reductions. Percentage increases over a year ago in the major geographic areas were: New England, 5 to 12; East, 4 to 16: Middle West, 15 to 30; Northwest, 8 | to 15; South, 10 to 16; Southwest, 12| to 25, and Pacific Coast, 3 to 6. In wholesale markets the agency found the forward movement in most centers at a less hesitant gait. Re- placement orders continued to give most of the support, the review said, although more buyers searched mar- kets for off-price merchandise with little success indicated. NEW YORK, Oct. 20.—A leading custom smelter late yesterday reduced the price of domestic copper to 11% cents a pound from the 12-cent level prevailing for two days. There Wwas no immediate indica- tion that domestic producers would follow the lead. Early in September the smelting division of the industry instituted a lower price than producers by lower- ing the metal from 13 cents to 12 and then advanced it to 12!7 cents. NEW YORK, Oct. 29.—Wall Street speculators faced the possibility of new restrictions today as a result of a New York Stock Exchange move to investi- gate “short selling.” The Twentieth Century Pund, inde- pendent foundation which the stock exchange has asked to conduct the inquiry, was already on record as op- posed to some existing market prac- tices untouched by the Federal market control law. It went so far as to recommend four years ago that so-called “bear raids”— “short sales of unusual size” in a single stock in one day—should be outlawed as creators of artificial price slumps. Figures high in the stock exchange said they were aware of this, but prom- ised serious consideration to any changes the fund may propose. | The findings of the new study, one | prominent market figure declared, would “carry tremendous weight.” “This is not intended as a job to be engineered from the inside,” he added. “We picked the Twentieth Century Fund because we know it will do an expert, thorough and fair study with- out trying to grind any one’s ax.” Evans Clark, director of the fund, which was founded by the late Ed- ward Filene for study of contemporary social and economic problems, said the fund's trustees would have to de- cide whether to accept the invitation.
