Mr. Ickes' inspection of parking eonditions on the Ellipse, it was learned yesterday, have resulted in the issuance of new regulations. “Two hour” parking signs have been put on the outer circle where heretofore parking was unlimited. This was to stop a rather common practice, it was explained, of switch- ing cars from the inner to the outer circle after a few hours to escape tickets.
